Responsibilities

  • Provide policy interpretations and functional recommendations on accounting issues and provide resolutions that maintain the system integrity and are consistent with generally accepted accounting standards.
  • Knowledge of federal government, DoD, and agency organizational structure to enable accurate assessment of the effects of new and revised policies affecting accounting and finance.
  • Knowledge of automated management systems serving accounting and finance operations which will enable analysis of system performance of accounting and finance functions.
  • Ability to ascertain when new or revised accounting policies and requirements affect functions and systems processes and make modification of the systems or procedures necessary.
  • Skill in the interpretation of directives, instructions, bulletins, decisions, and manuals of DoD, OMB, GAO, Department of Treasury, DFAS, and Military Departments.
  • Providing instructions and direction on Federal Government accounting to assure agency compliance.
  • Knowledge of accounting theory and policy as it relates to the areas of funds control, financial inventory, accounting, general ledger and reporting, billings and collections, payment and recording, and management information.
  • Skill in writing to prepare agency guidance for accounting policies and procedures and in preparation of correspondence necessary in accomplishing staff functions.

Qualifications

To qualify for a Staff Accountant position, your resume and supporting documentation must support:

1.)Basic Education Requirement:
A.) A bachelor's degree (or higher degree) in accounting, or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (Note: You must attach a copy of your transcripts.)

OR

B.) A combination of education and experience which includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Which also includes one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination.
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. 2.)Specialized Experience:
One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-11 grade level, specialized experience must be at the GS-09 grade level or equivalent under other pay systems in the Federal service, military or private sector. To qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.

Creditable specialized experience for the GS-11 includes:
  • Assisting in the evaluation, consolidation, and analysis of financial data.
  • Interpretation of policies to resolve accounting and audit problems.
  • Preparing reports.
  • Using automated accounting systems.

Creditable specialized experience for the GS-12 includes:
  • Gathering, assembling, consolidating, and analyzing financial data.
  • Preparing statistical reports
  • Using automated accounting systems
  • Interpreting accounting regulations, policies and procedures.
  • Conducting audits.
  • Experience with reimbursable programs and Foreign Military Sales(FMS).

OR

Education Substitution:
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation.

To qualify based on education in lieu of specialized experience, you must possess one of the following:
-GS-11: Possess 3 full academic years of progressively higher level graduate or Ph.D. or equivalent doctoral degree.

Time-in-Grade: Current or previous federal employees must have held a permanent appointment in the competitive or excepted service for a minimum of 52 weeks at the GS-07 (or equivalent) level to be eligible for the GS-09, or at the GS-09(or equivalent) level to be eligible for the GS-11 position by the closing date of the announcement.

Time after competitive appointment: Candidates applying under merit promotion must have completed three months of civilian service after a competitive appointment by the closing date of the announcement. (5 CFR 330.501)

Education

For the GS-12 grade level:
Substitution of education may not be used in lieu of specialized experience for this grade level.

For the GS-11 grade level:
If you are using education to qualify in lieu of specialized experience, you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
