Summary

This career/career-conditional permanent career-seasonal position is located in Shenandoah National Park, in the Ranger Activities Division.
Career-Seasonal appointments are permanent positions and include the same benefits as Career appointments, but do not provide work on a year-round basis. You will work from approximately March through December, and you will be in a non-pay status for the remainder of the year.

Responsibilities

As a uniformed employee, incumbent serves as a frontline representative of the National Park Service. This position serves as the Lead Visitor Use Assistant at Shenandoah National Park's Swift Run Entrance Station (SRES). The primary duty station is at SRES, but may be scheduled to work at other entrance stations, visitor contact stations, and/or campgrounds based on operational need. The incumbent may also be required to use their personal vehicle to commute to different duty stations within their assigned district (up to, but no more than 50 miles). Responsibilities include:
  • collecting recreation fees in an appropriate, accountable, and accurate manner following established guidelines for handling government funds;
  • provide resource orientation to visitors and disseminate information;
  • operate an electronic cash register and perform opening and closing shift functions (ability to work alone and with others and where attention to detail and accuracy in handling funds is necessary);
  • proper completion of daily shift reports, verifying accountable stock, and completion of other reporting documents;
  • serves as a source of resource and technical knowledge for station employees and assures that the day-to-day logistical needs of the operation are met and maintained;
  • assists the supervisor with on-the-job training of employees, provides guidance as it relates to station operations, and is responsible for troubleshooting of technical equipment;
  • other duties may include visitor management related services such as traffic control, radio dispatching, performing radio/phone notification of emergency situations and handling emergencies until arrival of proper authorities; professionalism, courtesy and quality customer service is always the priority.

POSITION LOCATION: Shenandoah National Park is located in Virginia, approximately 90 miles southwest of Washington, D.C. The park consists of approximately 197,000 acres of land, including 80,000 acres designated as wilderness. It also contains 105 miles of Skyline Drive and 101 miles of the Appalachian Trail. Annual visitation is around 1.3 million, which has direct and extensive economic impact on the surrounding area (eight counties and nine municipalities). The park's natural, cultural and recreational resources are of vital interest to local and regional businesses, political leaders, conservation and outdoor recreation organizations, and the Commonwealth of Virginia.

This position will be located at Swift Run Entrance Station (SRES), located near Elkton, Virginia. SRES is one of four entrances to Shenandoah National Park and Skyline Drive The closest towns include Elkton, Harrisonburg, and Stanardsville.

  • You will be required to work evenings, shifts, weekends, and holidays; occasional overtime work may be required.
  • This position has a mixed work schedule based on the varying workload, and your work schedule is subject to change from part-time to full-time as workload dictates.
  • This is a career-seasonal position and subject to release and recall procedures. Guaranteed work period is 6 months per year; the typical work season is March through December each year.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to occasionally travel overnight away from home.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.


Qualifications

All qualifications must be met by the closing date of this announcement-05/06/2021.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: lead/act as lead and perform fee collection operations that included open/close shift reports/functions, cash and credit card transactions, operating an electronic cash register, issue and verify receipts/passes, etc. You must include hours per week worked.
-OR-
EDUCATION: Successful completion of at least four years of education above high school (120 semester hours) leading to a bachelor's degree from an accredited college or university. You must include transcripts.
-OR-
COMBINATION: Successful completion of a combination of education and experience as described above. Note: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to l year of specialized experience. To combine education and experience, for example, you have 6 months of the specialized experience described above (50% of the experience requirement), and 3 years of college study from an accredited institution (50% of the qualifying education). Add the percentages together. The total must equal at least 100 percent to qualify. You must include transcripts.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

CTAP/ICTAP: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Physical Demands: The environment in entrance stations and campgrounds is generally fast paced. Standing for long periods of time, walking, bending, lifting of moderately heavy items and sedentary work is required. Twisting, reaching, repetitive physical movements, and lifting are daily components of this position. On the job safety is always a priority. Mental stress and physical fatigue occur due to high volume of personal contacts and the responsibility of dealing with large amounts of money.

Working Conditions: Work is often performed in small, outdoor structures with open windows which results in exposure to extremes of temperature, rain, snow, wind, and direct sunlight. Park areas may be geographically located in areas of high elevation, rugged terrain or dense populations. High levels of vehicle noise and emissions may exist during heavy visitation periods. Duties may be performed alone in isolated locations with limited amenities (such as running water and plumbing).
