Summary

The position is located in the American Battlefield Protection Program, Preservation Assistance Programs, Cultural Resources, Partnerships, and Science, Washington, D. C. The position primarily supports program goals and activities associated with Land and Water Conservation Fund programs (including Battlefield Land Acquisition (BLAG), Battlefield Interpretation Modernization (INMO), and Battlefield Restoration (BARE) grants).

Responsibilities

The major duties of the Community Planner include, but are not limited to, the following:
  • Developing and implementing program & grant management policies and procedures.
  • Providing assistance to eligible applicants and potential applicants in the development of eligible project proposals that adhere to professional community planning and historic preservation standards.
  • Reviewing and evaluating grant proposals for technical soundness and, when appropriate, compliance with the Secretary of the Interior's Standards.
  • Coordinating regulatory compliance requirements for Federal undertakings/reviews (including Section 106 and NEPA).
  • Reviewing and recommending approval of qualifications for easement holders and of terms of easements/covenants to be recorded as a condition of NPS ABPP grant awards.
  • Coordinating and reviewing for technical sufficiency program surveys, analyses, and reports.
Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-05/13/2021-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience . For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

BASIC REQUIREMENTS
In order to qualify for the community Planner Series, 0020, you must meet one of the following basic Requirements:

Adegree incommunity planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance. Note: Applicants with degrees in related fields, such as those listed above, who do not have the 12 semester hours of specified course work must have had at least 1 year of work experience in community planning acquired under the supervision and guidance of a community planner.
OR
A combination of education and experience:courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Minimum Qualifications
To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following activities: Demonstrates expertise in the professional field of historic preservation, its current theories and practices, and experience in application of preservation law and practices to Federal, state, tribal and local planning activities, with particular emphasis on identification, documentation, and preservation of historic battlefields and/or cultural landscapes; and independently applying Federal, State, and local land use planning, strategic and other types of long range planning, land acquisition, and related political, social, and economic considerations in order to assess planning issues and make recommendations on plans and proposals, particularly for cultural landscapes. You must include hours per week worked.

To qualify for this position at the GS-11 grade level, you must possess one of the following minimum qualifications by close of the announcement:

This experience includes activities such as: Demonstrating expertise in the professional field of historic preservation, its current theories and practices, and experience in application of preservation law and practices to Federal, state, tribal and local planning activities, with particular emphasis on identification, documentation, and preservation of historic battlefields and/or cultural landscapes; and applying Federal, State, and local land use planning, strategic and other types of long range planning, land acquisition, and related political, social, and economic considerations in order to assess planning issues and make recommendations on plans and proposals, particularly for cultural landscapes. You must include hours per week worked.

EDUCATION: Successful completion of at least a 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You must include transcripts.
-OR-
Successful completion of a combination of education and experience as described above.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The work is sedentary, although the incumbent must occasionally travel by commercial carrier to conduct onsite visits and participate in meetings and conferences.
