Responsibilities

  • Serves as a Budget Officer for assigned major Army and Department of Defense-wide acquisition programs with specific emphasis on the costing, scheduling, funding, and budget execution of assigned programs.
  • Presents conclusions and recommendations to management officials to ensure efficiency, economy, and balance in the development and execution of operating programs.
  • Ensures that all phases of the budgetary/programmatic process are accomplished in accordance with governmental law, regulations, policies, and procedures to include Congressional mandates.
  • Leads the Branch in the Business Management Division which includes personnel for budget formulation and budget execution.

  • This position is Non-Critical Sensitive (2) requiring a Secret security clearance; the applicant/incumbent must be able to obtain and maintain a Secret clearance.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This is a Critical Acquisition Position (CAP). Must be a member of an Acquisition Corps at the time of appointment or eligible for a waiver. Note: Waiver is position specific and must be approved prior to being appointed to the position
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This position requires Level III certification in Acquisition Career Field ?Business-Financial Management? or the incumbent must be able to obtain certification within 24 months of appointment.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This is a Financial Management Level 3 position. Incumbent of this position must be able to obtain certification within 24 months of appointment.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes (1) Manage budget and financial management functions for an organization; (2) Advise program managers on fund information for allocation and execution; (3) Prepare and submit budgetary reports for internal and external distribution; and (4) Formulates, presents, and executes annual operating budgets. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-3/GS-13).

Education

This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-04 of broad banding encompass the traditional GS-14 Step 1 through GS-15 Step 10 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
