Responsibilities

The NRO will make selections at the GG-13 level for this position

As a SECURITY SPECIALIST (INSIDER THREAT) you will be responsible for the following duties:
  • Responsible for conducting insider threat risk management, reviewing and evaluating analytic products.
  • Analyzes, develops and advises on insider threat risk mitigation options for NRO senior leadership regarding matters for potential NRO enterprise-level implementation.
  • Executes centralized analysis of information to deter and detect insider threats as well as assess associated risks to support investigative and command responses for the protection of information, personnel, and resources for the NRO.
  • Compiles, integrates, analyzes and advises on insider threat indicators as authorized from user activity monitoring (UAM), cybersecurity, law enforcement (LE), counterintelligence (Cl), personnel security (PERSEC) and other
  • sources.
  • Analyzes, evaluates and advises on holistic insider threat risk management to assess risk and determine risk priority that impacts response and/or mitigation measures.
  • Analyzes and evaluates responses and mitigation efforts in order to protect against current and emerging threats.
  • Develops, analyzes, and processes insider threat risk management and referral products for review and approval.
  • Utilizes risk management best practices and procedures to assess and determine risk priority based on available
  • information.
  • Analyzes, evaluates and develops standard operating procedures, and policies for reporting and archiving insider
  • threat reporting, including analysis and aggregation of external reports in the interest of national security.
  • Establishes and maintains effective communications channels to manage referrals and reporting to detect and deter potential insider threats.
  • Responsible for conducting insider threat risk analysis management, reviewing insider threat reports for potential
  • risk, and assessing threats based on physical and general security.

Qualifications

This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-13. The NRO is accepting applications from both current Federal Government employees and non-Federal Government employees for this position. Federal government employees, who are currently at a GS/GG-13, or equivalent may ONLY apply for a lateral reassignment at their current grade level, and step.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

Specialized experience required for this position is:
  • Knowledgeable of security, counterintelligence, law enforcement, and other security administration programs.
  • Understanding of security policy requirements to function as a technical authority in integrating personnel security, counterintelligence, and law enforcement fundamentals and training in developing new methodologies and processes for an organization mission.
  • Skilled in planning, organizing, and directing studies or projects, and justifying, negotiating or settling matters involving significant or controversial issues related to the Insider Threat Program operations and capabilities.
  • Demonstrated ability to coordinate with senior leaders to establish and resolve critical issues.
  • Proficient in threat analysis and risk management to include use of information technology automation software and processes used in Federal Agencies involved with insider threat detection for use in gathering, tracking and analyzing vast amounts of information to fuse assessments and identify potential threats and associated risks or the security of the United States.
