Responsibilities

At the entry level of this position, you will:
  • Conducts financial analyses and evaluation studies in support of enforcement teams to determine financial status.
  • Recommends modifications, updates, and new public financial assurance policies.
  • Uses and provides recommendations for the improvements to computer data systems to track compliance with financial assurance commitments by integrating the Financial Assurance Compliance Tool (FACTool) case management system with the existing Superfund Enterprise Management System (SEMs) data tracking system.
  • Independently interprets, applies, and conducts analyses using expert knowledge of financial theories and business practices, including U.S. GAAP accounting principles, finance, corporate law and practices, credit analysis, and quantitative methods.
  • Independently analyzes complicated financial relationships between different corporate entities to maximize availability of funding to clean up hazardous waste sites.

This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as performing financial analysis and evaluation of work including (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.

Your answers to the online assessment will be used to evaluate your competencies in the following areas:
  • Knowledge of the financial, accounting and business principles, operations, and practices of corporate, municipal, institutional and individual entities to allow for expert analyses and recommendations requiring originality and ingenuity.
  • Ability to analyze multi-layered corporate structures to identify true financial status of entities.
  • Ability to work with a multi-disciplinary team (e.g., attorneys, scientists, analysts) to assist in enforcement cases or policy development.
  • Ability to present and explain financial analysis.
  • Ability to present and explain financial and economic concepts, terms, theories, principles and practices to Agency management or in a litigation setting.
  • Expertise in use of current financial and economic practices and assessment tools to evaluate the financial health of an entity.
  • Knowledge of corporate finance, including securities and credit analysis in order to perform financial analysis and evaluation duties and to recognize, define, and develop tentative conclusions and initial recommendations to problems or questions of a new or unprecedented nature.
  • Knowledge of relevant environmental statutes, regulations and guidance with emphasis on portions of statutes dealing with enforcement, settlement, and the relevance of financial status in enforcement actions.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor's or higher degree from an accredited or pre-accredited college or university in Major study -- finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to the position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology.
