Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Every day, through careful review, permitting and inspection of site and building construction, our staff protect the health, safety, welfare, and environment for those who live in, work in, and visit Fairfax County. Our department also serves as the gateway to much of the county's economic development, reviewing over 30,000 building and site plan submissions, issuing nearly 70,000 building permits, and conducting over 220,000 building and site inspections each year. The departments supporting Fairfax County's land planning and development processes are working on a major strategic initiative to improve the speed, consistency, and predictability of the development review processes, and improve access to data and reporting. The initiative supports county plans to advance economic development and competitiveness, enhance business processes, provide better customer service, and achieve increased reliability in plan review, approval, permitting, and inspections. This next generation system development project will be a catalyst for enhanced service efficiency. The Planning and Land Use System (PLUS) Modernization initiative seeks to implement the best fit IT solution to meet the overall objectives for business functionality, customer service, and technology capability needs of county departments involved in the regulatory land use and development processes, and modernize and enhance the county's land use business architecture and its underlying technologies.

To that end, we are seeking a Training Specialist to enhance the experience of individual employees and public users of the PLUS system by designing and conducting training programs and materials that will boost users understanding and performance in conjunction with the county's core values. In this role, you will be responsible for performing training needs assessments, designing and delivering curriculum and learning materials, and for managing all phases of the training process including "Train-the-Trainer".

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Any combination of education, experience and training equivalent to the following: graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, organizational development or a closely related field; plus four years of professional experience in needs assessments, training and delivery, course and program design and development, education and/or organizational development activities.

CERTIFICATES AND LICENSES REQUIRED:
Possession of a valid motor vehicle driver's license.

PREFERRED QUALIFICATIONS:
  • In-depth knowledge of training processes and procedures specifically related to system and computer applications.
  • Knowledge of and experience with land use and development business processes.
  • Strong analytical skills with the ability to research, collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
  • Experience in working with Accela software.
  • Ability to demonstrate strong communication and interpersonal skills.
  • Significant experience with PowerPoint and other training material development tools.
PHYSICAL REQUIREMENTS:
Ability to lift up to 25 lbs. Ability to push/pull tables/chairs to set-up training rooms. All duties may be performed with or without reasonable accommodations
