The Fairfax County Health Department is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information. The Health Department’s Office of Emergency Preparedness and Response (EP&R) seeks an Emergency Management Specialist III to coordinate the department’s support to and coordination with healthcare facilities’ emergency preparedness, response, and recovery programs within the Fairfax Health District.

Under supervision of the Public Health Emergency Management Coordinator, the Healthcare Preparedness Coordinator manages EP&R’s healthcare preparedness program. Develops program goals, milestones, budgets, strategies, and timetables in coordination with department strategic goals and initiatives. Recommends and implements projects and initiatives aimed at strengthening healthcare facility preparedness and response capabilities for long-term care facilities, residential care communities, rehabilitation hospitals, psychiatric facilities and others as assigned. Leads meetings, manages projects, and meets deadlines and deliverables. Initiates and maintains positive and productive working relationships with healthcare facility leadership and staff and proactively engages healthcare organizations in emergency preparedness endeavors. Represents the Health Department at healthcare organization meetings and events. Meets healthcare facility needs with regards to regulatory and accreditation requirements of local public health and emergency management entities.

Represents the Health Department in the regional healthcare coalition. Develops and supports emergency preparedness planning, training, exercise, and response projects, products, initiatives, and events for Fairfax Health District healthcare organizations. Develops original products and content. Serves on planning teams; develops and supports emergency exercises for healthcare facilities. Advocates for and provides content to the department’s Integrated Preparedness Plan (IPP) and emergency plans to ensure healthcare preparedness needs, processes, and objectives are implemented in plans, trainings, and exercises. Serves as a subject matter expert on healthcare emergency preparedness, response, and recovery. Advises and represents the Public Health Emergency Management Coordinator as needed. Serves on the Health Department’s Incident Management Team (IMT) and responds to emergencies. Fills a leadership role during emergency responses. Plays a key role in ensuring that the Health Department and the county are prepared to respond to a wide variety of natural and man-made emergencies, including acts of bioterrorism and natural disease outbreaks. Serves as a duty officer in an on-call roster.

Note: Health Department positions are designated as emergency responders in the event of a public health crisis. During an emergency activation, employees may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description.
This position works on-site, in-person; no telework options are available. Required to work nights, weekends and be available for emergency activations.

The hourly salary rate will not exceed the midpoint $44.05 (commensurate with experience)


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields; plus four years of professional work experience in emergency management or public safety.

CERTIFICATES AND LICENSES REQUIRED:
Valid driver's license
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)

SPECIAL REQUIREMENTS:
The appointee to the position will be required to complete a criminal background check, child protective services check, and a driving record check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Advanced knowledge of healthcare emergency preparedness, response, and recovery.
  • Expert-level knowledge of healthcare industry practices and standards and federal, state, and local laws, regulations, and codes related to healthcare.
  • Experience working in or with long-term care facilities and/or dialysis centers.
  • Experience working for a healthcare coalition.
  • Expert-level written and oral communications with demonstrated ability to develop written products, both technical and non-technical, for a wide range of audiences.
  • Experience administering or implementing an emergency preparedness program in a healthcare organization.
  • Completion of ICS 100, 200, 300, 400, 700 and 800
  • Practical experience using the Incident Command System (ICS) during real-world emergencies.
  • Experience delivering oral presentations to diverse audiences in formal and informal settings.
  • Ability to adapt broadly defined policy guidance to specific situations.
  • Strong organizational skills that reflect an ability to manage multiple priorities and time-sensitive projects and deliverables with excellent attention to detail.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, entails walking, standing, sitting, stooping, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor, digital display and audio-visual instrument. Incumbent must be able to operate keyboard driven equipment and computer. Requires individual to be able to lift or carry up to 25 lbs. occasionally. Position frequently communicates and must be able to exchange accurate information with others verbally (in person or telephone) and in writing. Ability to drive and operate a motor vehicle and maintain a valid driver’s license. Generally, works in an office environment yet may be required to perform job duties outside the typical office setting including outdoors in all weather conditions. Individual must be able to work outside of normal business hours and on weekends. Fully participate as a required, as a member of the health department emergency response unit. All duties performed with or without reasonable accommodations.
