The Fairfax County Health Department is a progressive public health leader providing services that promote population health, protect public health and the environment, and ensure residents' equitable access to health services and information.

Works as part of the expanding Office of Emergency Preparedness and Response (EP&R). Under supervision of the Training and Exercise Coordinator, supports the Fairfax County Health Department’s public health emergency preparedness training and exercise program, to include, but not limited to: ensuring compliance with all local, state, and federal guidelines related to preparedness training and exercises (e.g. NIMS, CDC, HSEEP); conducting research; planning, developing, implementing, facilitating, and evaluating preparedness trainings and exercises for agency staff, Medical Reserve Corps (MRC) volunteers, response partner organizations, and the community; developing training and exercise documentation, materials, and presentations/briefings; contributing to the multi-year Integrated Preparedness Plan; collecting, analyzing, developing, and disseminating reports documenting compliance with local, state, and federal mandates (e.g., NIMSCAST, CDC reporting); and developing after-action reports and improvement plans for exercises and real-world emergency responses. Utilizes after-action reports to validate and/or enhance Health Department preparedness training and exercise plans. Participates in emergency preparedness training and exercise-related committees and working groups at the local level. Serves on the Health Department's Incident Management Team (IMT), serves on an on-call roster, and is expected to fulfill key roles during emergency responses.

Note: This is an essential position that works on-site. As an essential member of an emergency response organization, during an emergency activation, employee may be required to work irregular hours, work at a location other than the official duty station, support the department on a 24/7 basis and perform duties other than those specified in the employee's official position description. Required to work nights, weekends and be available for emergency activations.

Required Knowledge Skills and Abilities

Knowledge of emergency disaster plans of local, federal and state governments;
Ability to supervise both professional level staff and volunteers effectively;
Ability to effectively demonstrate interpersonal and organizational skills;
Ability to effectively communicate, both orally and in writing;
Ability to develop, implement and evaluate program goals and objectives;
Ability to operate emergency communications equipment, computers, wireless devices, etc.;
Ability to effectively coordinate a variety of emergency management related activities.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a degree in business administration, public safety, emergency management or related fields, plus two years of professional work experience in emergency management or public safety.

CERTIFICATES AND LICENSES REQUIRED:
  • Valid driver's license.
  • CPR required within 60 days of hire.
  • AED required within 60 days of hire.


NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Services Registry, and a driving record check to the satisfaction of the employer. This position is considered "essential personnel" and will be required to report to work regardless of the emergency situation (weather, transportation, other disaster).

PREFERRED QUALIFICATIONS:
  • Extensive experience and understanding of public health emergency preparedness and response and emergency management. In-depth knowledge of the National Incident Management System (NIMS), the Incident Command System (ICS), the Center for Disease Control and Prevention’s (CDC) Public Health Preparedness Capabilities, FEMA's Comprehensive Preparedness Guide (CPG) 101, and other recognized standards and best practices in public health emergency preparedness and emergency management.
  • Completion of ICS 300, 400, and Homeland Security Exercise and Evaluation Program (HSEEP).
  • Experience in emergency planning and/or developing and formatting complex documents.
  • Experience using Incident Command System (ICS) in the response to emergencies.
  • Experience in exercise design, development, conduct, evaluation, and improvement planning based on Homeland Security Exercise and Evaluation Program (HSEEP) exercise guiding principles.
  • Previous experience educating and/or serving as an instructor for adult learners, as well as experience delivering oral presentations to diverse audiences in formal and informal settings. Demonstrated excellence in written and oral communications.
  • Exceptional organization and time management skills that reflect an ability to manage multiple, time-sensitive priorities, projects, and deliverables with excellent attention to detail.
  • Demonstrated proactive approaches to problem-solving.
  • Flexibility to work in a dynamic emergency preparedness and response-focused environment, including the necessity for after-hours (evenings and weekends) work during emergency responses, trainings, and exercises.


PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature; however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Incumbent must be able to lift or carry up to 25 pounds. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Generally, works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
