Summary

This position is located at Hampton Veterans Affairs Medical Center (Hampton VAMC) within Fiscal Service. The Fiscal Service works directly with other administrative and professional services in connection with the financial management of this facility. Incumbent functions as a floating position responsible for payroll functions 85% of the time and serves as a backup for accounting technician and agent cashier functions 15% of the time.

Responsibilities

Determination of pay entitlements, the maintenance of payroll records, and the completion of related reports pertaining to all stakeholders; as well as,
maintenance, review, and disposition of time and leave records.

Examines personnel actions, pay changes, and employee requests and makes appropriate changes to master records which serve as a basis for pay and leave computation and affect the disbursement of pay.

Respond to requests from and provides advice to employees, supervisors, financial management specialists, and to personnel specialists on rules, regulations, and procedures relating to pay.

Required to analyze, develop, and test multiple established audit techniques and methods to evaluate time and attendance records and provide
recommendations to resolve the issues of a diversified workforce covering a variety of different types of appointments and employment situations under various pay systems with different entitlements to pay, leave, deductions and benefits, based upon pay plans to resolve any discrepancies or inquiries.

Required to function in a high stress situation of evaluating and interpreting conflicting system information to get correct resolution to difficult/one of a kind situations.

Required to make accurate interpretations and decisions in situations that are unusual and where the data from VHA systems are incomplete
and/or conflicting with other payroll systems such as: DFAS, DCPS, PAID etc.

Operates under an automated payroll system in which data is coded and verified by the incumbent and submitted to the agency payroll-processing center.

Applies pay and leave laws, rules, regulations and agency policy regarding entitlements to overtime, differentials, hazardous duty, holiday and special rates, premium pay, allowances, etc., which at times involve conflicting requirements.

Determines the completeness, accuracy, internal consistency, and propriety of the pay action and ensures they are made in accordance with compensation and related pay scales, rules, regulations and instructions. Makes complex pay adjustments which may involve transfers between pay systems differing in pay, leave, and benefits entitlements and which may be retroactive over an extended period of time.

Examines and processes collections received for suspense general ledger accounts for Payroll debt repayment, and processes health benefits forms. Incumbent posts, examines, balances, computes, and extracts data from the records, and prepares a variety of reports or vouchers.

Reviews HR personnel actions for proper application of pay regulations, and consistency of input for appointments, promotions, pay adjustments, reassignments, awards, and separations.

Reviews HR personnel coding changes to assure that approved actions have occurred, (i.e. changes in work schedule, extended leave without pay, and return to duty.

Responds to written and verbal inquiries from employees, supervisors, payroll office of other Medical Centers, Austin Finance, timekeepers, employee union representatives and HR Offices regarding various pay and leave; as well as, funding.

Written and verbal inquiries from the State Unemployment Office, Virginia Commission, Financial Institutions, Courts, Treasury Department, and IRS concerning pay and leave.

Manages and maintains the Leave Donor Program, Advanced Sick Leave, and Advanced Annual Leave programs: as well as, extended Military Leave.

Performs other duties as assigned.

Promotion Potential: The selectee may be promoted to the full performance level GS-06 without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

NOTE: SPECIALIZED EXPERIENCE MUST BE WELL DOCUMENTED AND DETAILED IN YOUR RESUME. FAILURE TO DO SO WILL DISQUALIFY YOU FROM FURTHER CONSIDERATION.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: In-depth knowledge of accounting (be detailed in your resume), data entry into an accounting system to obtain/enter payroll, time and attendance information; maintaining files and reference data in preparation of monthly and quarterly activity reports; typing and computer skills that demonstrates proficiency with multiple accounting programs; and providing guidance to employees and supervisors on pay issues. These duties would have been performed under supervision.

A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Four (4) Full years of successfully completed education above the high school level. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school.(TRANSCRIPT REQUIRED AT TIME OF APPLICATION)

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year. Combination of education and experience to qualify at the GS-5 level. Only education in excess of the first 60 semester hours is creditable toward meeting the specialized experience requirement.
