Responsibilities

This position is located in the Payroll Services Branch (PSB) of the Court Human Resources Division (CHRD) and reports to the Supervisory Payroll Specialist. The Court Human Resources Division (CHRD) administers a comprehensive excepted service human resources program for over 30,000 employees in the Federal Judiciary. The incumbent serves as a payroll specialist for the PSB in support of the Human Resources Management Information System (HRMIS), and for a variety of comprehensive payroll activities. At the entry-level, the incumbent performs professional entry-level assignments specifically designed to prepare the incumbent for higher-level professional work. The incumbent will work with direct supervision to perform the work assignments. If the position is filled at the full performance level the selectee will need to be able to complete tasks with minimal supervision and perform more
complex work assignments.

At the full-performance level, duties may include, but are not limited to:
  • Ensuring involuntary wage attachments (garnishments, tax levies, child support, and bankruptcies) for assigned pay groups are entered, computed, and deducted in accordance with applicable law and authority;
  • Calculating, submitting, and tracking terminated employee over-payments and collections, processing all manual check adjustments to include check reversals, over-payments, death claims, and relocation payments;
  • Calculating and inputting LMP payments, processing payments for terminated employees, making pay adjustments as necessary, and paying death claim payments to a beneficiary;
  • Preparing and submitting assigned state/local tax deposits, coupons, returns, and reconciliations in accordance with the requirements of the state/local taxing authority; resolving any issues related to state/local taxes; completing tax vouchers and updating reconciliation spreadsheets; monitoring tax compliance with employee tax data;
  • Providing advisory services and problem resolution services to human resources specialists in both the AO and the Courts;
  • Assisting and reviewing payroll data entries into HRMIS to include, federal, state, local tax forms, direct deposit changes, allotment forms, and voluntary deduction authorizations;
  • Reviewing data entry of employee regular hours, military hours, LWOP hours, retro pay, and deduction adjustments for each pay period; and
  • Assisting with special projects or tasks as assigned.

  • All new AO employees must identify a financial institution for direct deposit of pay before appointment.
  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.
  • Relocation expenses may be provided, but only if authorized by the Director of the AO.


  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience: Applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience in (1) providing a full working knowledge of payroll concepts, principles, processes and procedures in a payroll environment; and (2) utilizing client server automated payroll or human resources information management system.

    Desired But Not Required : A conferred bachelor's degree in a related, non-liberal arts field such as Human Resources, Accounting, Business Management, Mathematics, Statistics, etc.

    Education: If you are using your education to qualify for the specialized experience requirement, you must submit a copy of your transcripts or an itemized list of courses (which includes equivalent information from the transcript, e.g., course title, semester/quarter hours, and grade), from an accredited college or university, with a major in a field that provided you with the knowledge, skills, and abilities necessary to do the work of this position. This information must show superior academic achievement. Superior academic achievement is defined as a 3.5 GPA in your major or an overall GPA of 2.9. (TRANSCRIPT REQUIRED)

    Evaluation of Foreign Education : Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities.
