This position is located in the Financial Services Directorate, Office of the Chief Operating Officer.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Responsibilities

The incumbent supports the Library's integrated risk management and internal control activities, including leading the development and implementation of internal controls in support of FSD's mission, goals and objectives. Monitors compliance with internal controls over financial management of centrally managed business processes, both specific to FSD and Library-wide. Facilitates and coordinates ongoing reviews of FSD's financial reporting controls in accordance with applicable Library policy. Assists FSD organizational units to correct material weaknesses, reportable conditions, and control deficiencies and works with subject matter experts to ensure corrections, eliminate or reduce the weaknesses, and provides advisory assistance in the official review process. Supports the development of goals structured to track progress toward meeting the goals and objectives of the GAO and OIG findings and recommendations. Demonstrates strong knowledge and understanding of internal controls.

Plans and co-ordinates FSD's annual risk assessment activities. Conducts activities required for short and longer-term risk response plan development; developing and tracking corrective measures and targets, quarterly and end-of-year reporting, and risk register management and risk monitoring. Documents and supports the reporting of risk management results to senior leadership. Supports periodic performance meetings to determine whether the organization is meeting its goals and identifies areas where operational efficiency can be enhanced. Supports units in the identification, assessment, and mitigation for goal and business process-related risks,and prepares status updates and briefs senior management on the organization's risk profile.

The position plans, schedules and carries out major projects concerned with the analysis and evaluation of programs or organizational effectiveness. Coordinates and conducts conceptual program and business systems analyses and studies of highly unstructured and interconnected problems involving both difficult technology and complex human relations or programmatic issues. Plans and analyzes new business process methods or techniques of material significance to solving important business problems with creative methods.Conducts research, analysis and evaluation of the effectiveness of programs in achieving objectives.

Originates and establishes unique methods and applications that provide innovative solutions to complex business issues. Applies fact finding and investigative techniques to evaluate programs and oral and written communications. Develops original concepts for advanced business systems, controls, or analysis and plans and conducts expert evaluation of business requirements and analysis of alternatives.Translates business requirements into technical terms to automate business processes baselines into automated workflows or applications.

Performs complex comparative analytical studies in support of FSD's mission. Conducts analysis of statistical data and comprehensive evaluations and data analytics of ongoing operations to ensure program goals are met and identifies areas where operational efficiency can be enhanced. Assists FSD staff and contractors in implementing data systems to gather and analyze such data.

Identifies and utilizes efficient methods, best practices, analysis techniques, and tools to capture relevant data relating to FSD and overall Library practices and to forecast underlying patterns and trends that include evolving technologies and other factors and related issues. Performs or guides others in data entry tasks when needed or required. Supports the capture, reporting, and analysis of statistical data related to FSD operations. Analyzes emerging technology that could be leveraged in support of the business processes and information systems used by FSD which include Library of Congress systems and external systems.
