Summary

This position is located in the Office of Financial and Portfolio Management, Financial Management Division. The incumbent serves as Deputy to the Accounting Officer (Managing Director, Financial Management) and under their supervision will share in part responsibility for managing the financial management systems, accounting, budget execution processing, transfer of funds, portfolio services, and responding to audits.

Responsibilities

As Deputy Managing Director for Financial Management, you will:
  • Directly supervise a Supervisory Staff Accountant and a Supervisory Portfolio Services Specialist and their teams of professional accountants, accounting technicians, portfolio services officers, and similar support staff responsible for financial accounting and reporting on a Federal Government generally accepted accounting principles (GAAP) basis and servicing and reporting on DFC's portfolio.
  • Assist in managing and maintain the Corporation's integrated financial management system.
  • Serve as Financial Management's representative on DFC committees/task forces for the development and implementation of new/revised automated business systems that enhance DFC's financial management operations.
  • Manage DFC's complex non-credit and credit reform accounting systems.
  • Conduct special analyses and evaluation of DFC's accounting program, including costs of DFC programs, obligations, disbursements, claims, profit and loss, contingent liability, fee provisions, etc.
  • Manage Financial Management participation in DFC's budget execution and associated reporting.
  • Serve as point of contact for internal and external audits related to financial accounting and reporting and internal controls.
  • Review new investment guaranty financing and funding proposals submitted by the Finance and Legal Affairs Departments.
  • Monitor performance of the DFC portfolio of US Treasury Securities, including average interest rate and charting maturities through the life of the investments.

Qualifications

Applicants must meet all eligibility and qualification requirements no later than 30 days after the closing date of this announcement.

Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g.., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that:
    • (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g.., valuation engineering or financial institution examining;
    • (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and
    • (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • In addition to the basic requirement above, all applicants must meet the following minimum qualifications:

    Specialized Experience
    You may qualify at the GS-15 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-14 grade level in the Federal service that demonstrates your experience in:
  • Experience preparing or auditing financial statements and reports of complex federal government agencies that demonstrates a thorough understanding of Treasury regulatory reporting requirements (GTAS, TROR, DATA Act) and generally accepted accounting principles for federal reporting entities.
  • Experience leading teams or work groups and managing projects involving financial operations, processes, systems, and/or associated external and managerial reporting.
  • Experience managing and maintaining integrated financial management systems for large, complex organizations including developing requirements to revised automated business systems to enhance financial management operations.
  • Demonstrated experience managing or auditing federal credit and insurance programs as well as a CPA and/or CGFM is highly desired.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
