Summary

These vacancies are located within the Office of the General Counsel's Office of Operations, which serves as the primary legal advisor on a broad range of matters including: (a) environmental law; (b) Native American sovereignty and jurisdiction; (c) transportation security and emergency response; (d) congressional and other oversight of the Department; (e) economic and regulatory matters related to airports and air carriers; (f) FOIA and information law; and (g) cybersecurity.

Responsibilities

As an Attorney-Advisor, you will:
  • Be responsible for rendering expert legal advice and assistance to the Office of the Secretary and its officials as well as and the operating elements of the Department on matters relating to the Department's programs, policies and regulations and the scope of powers and authority of the Department and its officers
  • Perform legal analysis and research, conduct necessary conferences, fact-gathering, and consultations, prepare memoranda and maintains continuing liaison and working relationships with clients and others affected officials to ensure their understanding and utilization of the legal positions involved.
  • Research statutory authority, regulations, law, legal opinions, policies, regulations, and precedential cases that have a bearing on matters for which the office is responsible, particularly those matters where legal implications present novel or complex issues of fact or law.
  • Recommend changes to written and oral recommendations and provide advice to the Assistant General Counsel for Operations on a wide variety of Departmental regulations and policies that arise from the responsibilities of the Office of Operations. to the Assistant General Counsel.

The Ideal Candidate Statement should have strong research and analytic skills; the ability to present information clearly; and the ability to handle multiple projects simultaneously. One position with be aviation focused and the other will be environmental focused. The preferred candidate for the aviation position should have experience with aviation licensing issues, including air carrier fitness reviews and aviation economic consumer protection laws. The preferred candidate for the environmental law position should have experience with environmental reviews under NEPA, permitting requirements, and project delivery, the National Historic Preservation Act, and other environmental laws applicable to Federally-funded transportation projects. OST is looking for a motivated, self-reliant, and skilled candidate willing to work in a challenging environment with experienced professionals committed to ensuring safety and fairness in the transportation industry.

Qualifications

To qualify, your experience should include experience and education equal or equivalent to the following:

GRADE 14 - A law degree, a current member in good standing of the bar of a State or Territory of the United States or the District of Columbia and at least four (4) years of professional legal work experience of a progressively responsible nature.

GRADE 15 - A law degree, a current member in good standing of the bar of a State or Territory of the United States or the District of Columbia and at least five (5) years of professional legal work experience of a progressively responsible nature.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

MANDATORY EDUCATION REQUIREMENTS:

In order to qualify for this position, candidates must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have a professional law degree, and must currently be a member in good standing of the bar of a State or Territory of the United States or the District of Columbia.

TELEWORK: Managers may exercise discretion to allow a limited amount of regular or task-based telework for this position.
