Summary

This position supports FAA operational performance analysis functions for the FAA Air Traffic
Organization (ATO). This includes complex analytical work using mathematical skills to infer cause
and effect relationships in the operational data. The work involves multiple, varying, and complex
assignments related to developing performance metrics, validating performance databases and
assisting in the development of mathematical performance reporting tools used to accomplish the FAA mission.

Responsibilities

Supports FAA operational performance analysis functions for the FAA Air Traffic Organization (ATO).

Uses mathematical principles, methods, procedures, techniques
or relationships in developing performance metrics, validating performance databases and assisting
in the development of mathematical performance reporting tools used to accomplish the FAA mission.

Analyzes system performance by producing key performance indicators (KPIs) for Traffic Management
Initiative (TMI) efficiency, flight trajectory efficiency, capacity efficiency and predictability.
He/she is responsible for producing KPIs necessary to support FAA initiatives.

Performs multiple, varying and complex assignments under the direction of a manager,
project/program manager, team leader or more experienced technical specialist.

Serves as a contributing specialist on large work activities or team leader for single or small work
activities.

Applies experience and advanced technical knowledge of mathematical principles,
methods, procedures, techniques or relationships to assist in the development of mathematical
methods in determining solutions to problems/issues and to develop plans and techniques to improve
programs and policies.

Applies advance mathematical knowledge in conducting the most efficient and
effective analysis possible for computational problems which are complicated by numerous variables
and several parameters.

Identifies complex problems and analyzes related information to develop and
recommend solutions.

Develops and recommends new mathematical expressions for use in solving or
computing research problems.

Analyzes the results of computation programs run in relation to
his/her studies.

Monitors the performance of small size FAA contracts working with FAA contracting officers
as necessary.

Serve as a team lead on smaller scale activities.

Conducts analysis to collect data for used in FAA briefs to facilities as well as senior management.

Uses numerical analysis and other mathematical techniques to assists subject matter specialist in investigating
complex physical problems and in developing computation programs for use in the mathematical
analysis of such problems.

Uses proficiency in automation software and FAA operational databases, for producing FAA key
performance indicator definitions, and operational metrics. This includes Oracle, JAVA,
‘R',Geographic Information Systems, and data visualization software (such as, Tableau).

Assists in maintaining the integrity of automation systems by ensuring that documentation is
maintained and contract deliverables to FAA such as source code are met.

Establishes policies/procedures provide guidance for most assignments, but allow considerable
discretion to select the most appropriate approach or to recommend new approaches.

Assignments typically require solutions that are to be derived by interpreting and extrapolating from
situations that were faced in the past.

Provides recommendations to improve work processes.

Provides technical guidance to lower grade mathematicians and programmers on how to solve difficult
technical issues.

Resolves all but unique technical problems without the intervention of management
or a more experienced technical specialist.

Work is reviewed periodically, typically at major milestones and at completion, for technical compliance and alignment with the requirements of the project or other work activity.

Occasional travel - The job may require travel from time- to-time, but not on a regular basis. The travel may be for training or other work-related duties.

Qualifications

Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next
lower grade level (FV-H or FG/GS-12) that is typically related to the line of work of the position
to be filled and which has equipped the applicant with the particular knowledge, skills, and
abilities to successfully perform the duties of the position. To be creditable, specialized
experience must have been at least equivalent to the next lower level in the normal line of
progression for the occupation in the organization.

Specialized Experience at the next lower level, FV-H:

--Experience analyzing system performance by using mathematical techniques.

--Experience identifying problems through the analysis of data to assists in developing solutions.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

1. Degree: mathematics; or the equivalent of a major that included at least 24 semester hours in
mathematics.
or
2. Combination of education and experience -- courses equivalent to a major in mathematics
(including at least 24 semester hours in mathematics), as shown in A above, plus appropriate
experience or additional education.

The total course work in either A or B above must have included differential and integral calculus
and, in addition, four advanced
mathematics courses requiring calculus or equivalent mathematics courses as a prerequisite.

7. AFSCME Interview Criteria: Article 42, Section 13 states: If the selecting official decides to

8. This position is not covered by PL 92-267 for early retirement purposes, and is therefore, not
