Responsibilities

WHAT DOES A PRINTING SERVICES SPECIALIST DO? Printing Services Specialists coordinate and fulfill, in the most cost-effective manner, requests for printing and publishing services of printed and electronic products, central to all aspects of the agency's printing and publishing programs. You will provide coordination necessary for publishing, distributing, and web-posting forms, notices, and publications (full, multi-, and single color) ; writing simple-to-complex product specifications for the procurement of publishing services; working with internal and externa stakeholders to protect sensitive taxpayer information; applying IRS design standards, complying with Section 508 of the Rehabilitation Act, requirements and distribution analysis; order fulfillment; and obtaining customer satisfaction. As the focal point for the customer base, you will be required to advise customers and management officials on major publishing programs, highly visible, and complex publishing systems as well as producing, posting, and procuring products.

As a Printing Services Specialist you will:
  • Perform printing and publishing services required of assigned customer base serving as the first point of contact for all technical aspects of printing and publishing requirements.
  • Identify needs, establish guidelines, develop schedules, assist with planning and program coordination, and perform periodic production meetings with customer base during meetings with program officials.
  • Develop technical specifications for the procurement, production, and distribution of many types of printed and electronic products.
  • Analyze product requirements to ensure that contracts, contractors, and products comply with applicable laws, IRS policies and regulations including, but not limited to, Section 508 of the Rehabilitation Act, properly handing sensitive information, clearing contractors who handle sensitive information, mail and transportation requirements, proper clearance of taxpayer correspondence, and IRS Design Standards.
  • Prepare simple-to-complex specifications and procurement requisition documents for printed and electronic products and statements of work ensuring accurate descriptions of requested services.
  • Conduct on-site and remote quality assurance inspections to insure that the contractor awarded the bid has adequate production facilities to produce a quality product in a timely manner and with authority to make immediate and on-site decisions.
  • Analyze the requirements, use, application, function, cost-effectiveness, and need for products and make alternate proposals ensuring accuracy, adequate documentation, arrangement of statistics, and placement of illustrative materials.
  • Evaluate the overall effectiveness of publications and forms programs and improve printing procurement and distribution methods to reinvent processes satisfying customer and management needs in the publishing areas.
  • Develop distribution patterns and establish stocking points for new publications, forms, and other printed matter based on analysis and statistics.
  • Ensure electronic products are accessible to the audiences that need them by complying with Section 508 of the Rehabilitation Act.
  • Formulate, initiate, and execute plans to acquire products establishing schedules and procedures for monitoring performance and hold periodic planning meetings with customers explaining current multimedia capabilities relevant to their products, program, or project.

Qualifications

You must meet the following requirements by the closing date of this announcement.

GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Experience with electronic composition methods (including but not limited to HTML (Hypertext Markup Language), XML (Extensible Markup Language), and JavaScript); Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instruct ions; Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.); Managing a printing plant that produces printing either for the government or private industry customers; Performing production control work in a large printing plant; Serving as a sales representative for a wide variety of printing equipment; Analyzing the price and cost of preparation and production of printing; Planning, estimating, and scheduling printing on a full-time basis for a variety of publications; Printing processes and equipment and their capabilities, limitations and applicable uses; Industry-wide product design standards, publishing standards, electronic and digital publishing systems, including source file management, standard file formats, markup languages, concept and use of a core repository, and electronic composition and delivery to prepare a variety of procurement documents; Program and product management principles, distribution methods, federal budget process, forecasting production scheduling and estimating to perform program and product planning and printing activities; Experience with the requirements and limitations of the various contracts issued by the Government Publishing Office (GPO).

-The experience may have been gained in the public sector. private sector or Volunteer Service . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
