Responsibilities

  • This position(s) is located in the Food and Drug Administration (FDA), Center for Devices and Radiological Heath (CDRH), Office of Product Evaluation and Quality, Office of Regulatory Programs (ORP), in Silver Spring, Maryland.
  • ORP develops policy and provides support across all regulatory programs conducted within OPEQ.
  • ORP performs cross-cutting analysis to assess the performance of programs, develops tools that aid in evaluating the safety and quality of devices and electronic products, and continually monitors the state of regulated industry.
  • ORP programs strive to amplify and improve the impact that Center activities have on patients by facilitating accurate, consistent and timely assessment of medical and other technology over its full life.
  • ORP staff provide programmatic expertise; develop regulatory policy, processes, and tools; provide interpretations of regulatory requirements; and address novel or complex policy exceptions encountered during reviews.
  • Staff conduct program analysis and quality control activities for programs for purposes of ensuring consistency across OPEQ components and continually improving upon CDRH regulatory programs.
  • ORP also provides technical and logistical support on document control and automated systems which support the review activities performed across OPEQ and CDRH.
  • As a User Fee Policy Analyst, you will: Participate in the formulation, defense, negotiation and presentation of funding proposals associated with the Medical Device User Fee Amendment (MDUFA) and other user fee programs;
  • Conduct long-range studies to analyze, forecast and provide solutions to legislative, regulatory and program/policy issues affecting Center user fee programs; and
  • Provide programmatic and policy expertise responsible for developing, interpreting and/or analyzing complex documents related to user fee management activities for the Center.
  • Provide data, data analyses, and other requested deliverables to Senior leadership

Qualifications

The position of Policy Analyst falls within the 0301 occupational series. To qualify for this position at grade GS-14, you must meet Time-in-Grade requirements by 11:59 pm EST on 05/04/2021.

Education and Experience Requirements:

Graduate Education: Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to per-form at the GS-11 level.

Specialized Experience

For the GS-14 level, you must possess one year of experience, equivalent to at least the GS-13 level in the Federal service, experience includes:
Providing recommendations on the formulation, defense, negotiation and/or presentation of funding proposals associated with user fee programs; develop program proposals and responses to proposals from external stakeholders designing and conducting comprehensive studies on work processes and activities related to user fees in an organization to evaluate the effectiveness and efficiency of the programs; and interpreting and analyzing program and policy correspondence, directives, and proposed legislation, regulations, and/or funding plans to determine the impact on resources, programs and policies.

Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
