Summary

This position is located within the Risk and Controls Group, Office of the Deputy Chief Financial Officer of the U.S. Department of the Treasury.

The incumbent of this reports to the Deputy Chief Financial Officer through the Director of the Risk and Control Group, who is responsible for advising on policy, implementation, and compliance with internal control requirements mandated or encouraged by federal-sector program accountability statues and policy directives.

Responsibilities

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

-Works closely with the senior team members in applying the requirements of OMB Circular A-123, Management's Responsibility for Enterprise Risk Management and Internal Controls, and its appendices, on a regular basis.

-Participates and assists with conducting internal control reviews across Treasury offices and bureaus to ensure that internal controls are in place and producing results.

-Works with senior team members to perform audit coordination and audit activities reporting across Treasury Bureaus and Offices.

-Assists the Director in liaison activities as it relates to matters relative to risk management, the Office of Inspector General, and other external auditors, such as GAO, in matters relating to the internal control program.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes:
-Assessing program risks to determine the susceptibility to improper payments and assisting with reporting on improper payments; OR
-Tracking the progress of audits and reviews conducted by internal or external auditors and monitoring the execution of corrective action plans related to audit findings; OR
-Participating in the review and assessment of internal controls to determine effectiveness and efficiency of operations

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
-Assisting with the assessment of program risks to determine the susceptibility to improper payments and assisting with estimation of improper payment; OR
-Assisting with tracking the progress of audits conducted by internal or external auditors; OR
-Assisting with the review internal controls to determine effectiveness and efficiency of operations; OR
-Assisting with the review of internal controls as part of a financial or performance audit

OR

You may substitute education for experience as follows: Ph.D. or equivalent doctoral degree, OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M., if related, in an accredited college or university.

OR

Combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

CONDITIONS OF EMPLOYMENT:
