The incumbent has broad Program Coordinator responsibilities for the Mental Health Clinic (MHC) at the Baltimore site of VA Maryland Health Care System (VAMHCS), a major specialty clinic. The incumbent assures the MHC meets or exceeds internal and external review criteria, performance measures, clinical reminders, and Joint Commission standards.

Responsibilities

The Mental Health Clinic Program Coordinator is responsible for the development and delivery of a full range of mental health services in the MHC. These services include assessment and diagnosis of a variety of mental health disorders, individual, group, marital couples, and family psychotherapy, development of individual treatment plans, utilization of specialized approaches with groups, triage and referral, as well as numerous other skills available to the experienced clinical social worker. Incumbent has training in Evidence Based Practice(s) which may include Cognitive Behavioral Therapy, Motivational Interviewing, Acceptance and Commitment Therapy, or other trainings that would be relevant to a population of clients with a wide variety of mental health conditions.

As the MHC Coordinator, the incumbent oversees the day-to-day functioning of all multidisciplinary personnel assigned to the clinic in all administrative aspects of service delivery. This includes leading MHC treatment and administrative team meetings and keeping administrative minutes of all meetings. The incumbent will be responsible for assigning new and returning patients to treatment providers for psychotherapy and medication management. The incumbent is also responsible for ongoing in-service training of MHC personnel.

The incumbent is a licensed, privileged, and credentialed member of the Medical Staff who is an experienced, and skilled clinician. S/he provides direct patient care as needed including, but not necessarily limited to psychological assessment, and a full range of evidence-based psychological treatments (individual/group psychotherapy, couples and family psychotherapy). The MHC Social Work Program Coordinator also serves as a Social Work Supervisor providing supervision to social workers in the Mental Health Clinics, Family Intervention Team, and Baltimore Psychosocial Rehabilitation and Recovery Center. May directly supervise other staff within their own discipline, or those in Title 5 positions. The supervisor is responsible for oversight of clinical work, management of time and leave, performance, and conduct of staff being supervised.

Qualifications

BASIC REQUIREMENTS:

(a)Citizenship.Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g, this part.)

(b) English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).

Grade Determinations: Social Worker, GS-13

(1) Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university September 10, 2019 VA HANDBOOK 5005/120 PART II APPENDIX G39 II-G39-17 that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

(2) Licensure/Certification. Individuals assigned as supervisory social workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.

(3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs:

(a) Ability to independently organize work, set priorities, and meet multiple deadlines.

(b) Skill in a range of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement.

(c) Ability to ensure provision of clinical social work services by supervised social workers.

(d) Ability to delegate authority, manage priorities, coordinate work, and follow up on pending issues to complete duties in an accurate and timely fashion.

(e) Ability to analyze organizational and operational problems, develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the service.

(f) Ability to provide staff training and development.

(4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. Supervisory social workers at the GS-13 grade level typically supervise professional and non-professional staff. They are responsible for the professional and administrative management of an area in a social work service, in a care/product line, or across multiple sites, (e.g., multi-division facilities and CBOCs). The full performance level of this vacancy is GS-13.
