Responsibilities

As Program Manager in the Office of Integrative Activities, the employee has program management responsibilities for one or more cross-Foundation programs such as managing NSF's Summer Scholars Internship, American Association for the Advancement of Science (AAAS) Fellowship, and honorary award programs.

Duties include:

Evaluates policies and directives and advises on actions necessary to establish the framework of NSF policy.

Recommends policy, organization, and operational procedures regarding management of programs.

Identifies and monitors actual or potential problem areas and recommends a specific course of action.

Serves as a team member and spokesperson for assigned cross-Foundation activities and convenes panels and other meetings.

Reviews and approves cost estimates on work to be performed and analyzes progress reports, staff studies, and special reports affecting the multi-mission operations conducted by the participants in the various programs.

Obtains data and recommendations pursuant to managerial problems and makes final decision on all matters not otherwise delegated.

Develops detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs.

Participates in regular information planning sessions, maintains productive interaction with staff, reports on the status and progress of work accomplished to date, and monitors work in progress.

Monitors and evaluates programs and operations to assure that plans are followed to meet strategic objectives and goals.

Assists in developing the long-range objectives in terms of the management of the special programs.

Manages the review process, to include: prepares review analyses and related documentation, negotiates award budgets, and makes award/decline recommendations, develops reports and disseminates information on assigned programs, manages contracts and awards entered to execute program activities.

Qualifications

For the GS-13 level, you must have at least one year of specialized experience equivalent to the GS-12 level in Federal service managing programs. Examples of experience include: developing cost estimates, developing short- and long-term objectives, monitoring program progress, evaluating assigned program(s) and providing advice regarding internal policies.

For the GS-14 level, you must have at least one year of specialized experience equivalent to the GS-13 level in Federal service managing one or more complex programs. Examples of experience include: reviewing and approving cost estimates, developing and implementing short-and long-term objectives, monitoring progress, performing analysis and evaluation of assigned program(s) and providing advice regarding policies and regulations.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
