Responsibilities

OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Personnel Security Specialist position is located in OI's Personnel Suitability and Security Division (PSSD), Headquarters Operations, Washington, DC. As such, the incumbent is responsible for administering and maintaining the OIG Personnel Suitability and Security Program, including the VA-OIG Drug Free Workplace drug testing program and medical examination programs for OIG applicants, employees, and contractors.

The following are the duties of this position at the GS-13 grade level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all of these duties and will receive training to help you grow in this position.
  • Develop and document procedures, policy, forms, or other instruments needed to carry out the Personnel Security Program.
  • Manage all aspects of policy development, oversight and program assessment, making recommendations concerning major VAOIG Personnel Security Program security projects, and incorporating national level regulations and policy guidance in standards, guidelines, and policies.
  • Implement the Personnel Security program by designating position sensitivity, initiating, coordinating, and adjudicating the background investigations of applicants, employees, and contractors for the VAOIG.
  • Review appropriate forms and initiate all National Agency Check and Inquiries and other background investigations on employees and contractors to ensure that their employment or retention is consistent with the mission of the Service and the national interest.
  • Receive and review background investigation reports. Prepare case evaluations and adjudications based on the facts of the case.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience for the GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.
Specialized experience for this position includes:
-Managing electronic security database; AND
-Preparing materials pertaining to personnel security background investigations; AND
-Providing basic guidance to customers regarding the personnel security process; AND
-Assisting in the preparation of security briefing for new employees.
OR
Education: You may qualify for this position based on education; qualifying education includes: a Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related.

You may qualify by a combination of experience and education. You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

Specialized experience for the GS-07: The applicant must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes:
- Applying personnel security rules, regulations, policies, and standard procedures in order to gather facts, draw conclusions or recommend solutions to problems AND;
- Conveying technical information to customers.
OR
Education: 1 full year of graduate level education or a Bachelor's degree with Superior Academic Achievement.

You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-09, you must have been at the GS-07 level for 52 weeks.

For the GS-07, you must have been at the GS-05 level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
