The incumbent serves as an HR Specialist in the Labor Relations and Performance Management Branch (LRPM), Human Capital Division, Office of Management. The LRPM develops, implements, leads and/or coordinates projects of broad scope, impact and complexity related primarily to HR policy in labor relations, employee relations planning, and performance management.

Responsibilities

As a Human Resources Specialist, you will:

- Provide a full range of employee relations (ER) and labor relations (LR) or Performance Management advisory services to all levels of management, concerning adverse, disciplinary, and performance-related actions, including high profile or extremely complex cases that have the potential to affect the image of Fiscal Service or negatively impact its mission

- Analyze and solve complex and/or sensitive issues where ER or LR or Performance Management policy decisions and guidance may have an impact throughout Fiscal Service

- Review legislation, executive orders, policy statements of higher authority, and Office of Personnel Management (OPM) proposed rules and regulations to determine the impact on Fiscal Service ER and LR or Performance Management programs

- Review all ER and LR actions (e.g. disciplinary and adverse actions, grievance responses, etc.) to ensure all statutory, regulatory, contractual, and procedural requirements are met

Vacancies can be in either Parkersburg, WV or Hyattsville, MD.

Qualifications

You must meet the following requirements within 30 days after the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the federal service. Specialized experience for this position is defined as:
- interpreting and applying provisions of the United States Code of Federal Regulations, laws, executive orders, or agency human resources policies, programs and procedures to include determining applicability of laws, rules, guidelines and negotiated labor agreements to resolve a variety of employee conduct, performance and grievance issues; AND
- conducting research and performing analysis related to employee relations or labor relations to provide influential direction; AND
- independently preparing and conducting training and presentations related to employee relations or labor relations to high level officials.

For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the federal service. Specialized experience for this position is defined as:
- providing technical guidance, advice and counseling to management officials and supervisors to address issues with workforce-related conduct and/or performance; AND
- preparing appropriate agency responses to employee relations and/or performance management matters; AND
- researching HR concepts, laws, policies, practices and precedents.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12level for 52 weeks.
For the GS-12, you must have been at the GS-11level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Public Trust - Background Investigation will be required.
- Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
- Obtain and use a Government-issued charge card for business-related travel.
