As an Intermittent Professor of Program Management, you will apply your knowledge, experience, and technical skills to teach and facilitate higher levels of learning for the Department of Defense Acquisition workforce. This requires an in-depth knowledge of DoD Acquisition instructions, guidance, and procedures with specific Navy acquisition processes and procedures. In support of this job you will:
  • Conduct lectures, facilitate student discussion, and evaluate student performance associated with problem solving and briefing/presentations.
  • Lead and facilitate workshops.
  • Analyze student performance and provide student counseling to ensure the highest degree of learning.
  • Provide consulting services to acquisition programs and members of the acquisition workforce.
  • Develop and publish knowledge sharing content e.g., ACQuipedia articles, etc. to support the acquisition workforce.
  • As a faculty member you are also expected to maintain curriculum currency through continued professional development.
  • This position is limited to 1000 hours per year and primarily supports the delivery of the Navy ship version of ACQ203.

    You must have specialized experience directly relating to the specific duties of the position, and demonstrate that you have the required knowledge, skills, and abilities to perform successfully.

    1. Experience in Navy Ship program management in government, industry, and/or commercial sector regarding:
    a. The Navy Acquisition 2-Pass 7-Gate process, including input and exit criteria, as well as the Gate review board process
    b. A detailed understanding of the complexities and cost of shipbuilding
    c. How naval ship acquisition differs from other categories of DoD procurements with regard to material lead times and program lifecycles
    d. Ship program management office organizational construct, IPT requirements, and the naval organizational relationships for ship, submarine, and naval reactor acquisitions
    e. Ship sustainment and strategies for reliability
    f. Contracting strategies related to ship design, development, and procurement
    g. The role of Systems Engineering and basic ship design process steps, including technical performance measures related to ship development and construction
    h. Ship acquisition resourcing strategies and relationship to total ownership costs
    i. Ship testing requirements as related to developmental, operational, live fire, and ship trials
    j. Naval ship source selection process and industrial base, as well as vendor performance metrics
    k. Software, Cyber security, and Open Systems Architecture implications for ship acquisition

    2. Experience with teaching and facilitating adult learning, to include:
    a. Teaching managerial, technical and business concepts to students with different backgrounds and experiences
    b. Developing lectures, cases, simulations, and workshops
    c. Preparing course material (student and instructor) according to current instructional systems design technology
    d. Developing course schedules
    e. Developing and analyzing

    Foundational Learning (Teaching): Ability to teach and facilitate adult learning. This includes: the ability to communicate (orally and in writing) complex managerial material to students with different backgrounds and experiences; a proficiency in delivery methods such as guided discussions, short lectures, role plays, problem-based learning (PBL) and case studies; the ability to incorporate the learner's experience into the learning process along with the ability to motivate learners to participate actively in the learning process; and the ability to organize information. Typical courses are 1, 2, or 4 weeks in duration. Instruction is provided both on campus and off-site, which will require periodic travel.

    Workflow Learning (Asset management and delivery): Ability to significantly contribute to, manage or develop both in-residence and online learning assets/products for the career field or other DoD Acquisition Workforce members. This ability must include the continuous assessment, currency, and quality of these artifacts.


    Pay Band A: Minimum Prerequisites. You must possess a Bachelor's Degree in a related area from an accredited college or university and have at least 4 years of experience in the appropriate functional area in either government or industry.

    Pay Band B: Minimum Prerequisites. You must possess a Master's Degree in a related area from an accredited college or university and have at least 6 years of experience in the appropriate functional area in either a government or industry position.

    Pay Band C: Minimum Prerequisites. You must possess a Master's Degree in a related area from an accredited college or university and have at least 8 years of experience in the appropriate functional area in either a government or industry position.

    Additional information

    As an Intermittent, you will not be eligible for a benefits package that includes retirement, social security, and thrift savings; health, life, and long term care insurance; paid vacation, sick leave, and holidays. Employment requires completion of the investigation with satisfactory results.
  • Initial appointment is made for a period of one year, conditional upon satisfactory completion of a DAU probationary period of one year. Every year, as part of an annual review, consideration is given to extending the appointment; thus service at DAU can be extended indefinitely.
  • If selected for this position, you MUST be able to begin work within 30 days of acceptance.
  • You will be required to join the DAU Faculty Plan as established by Title 10 of the US Code. This position is in the excepted service (non-career). Candidates currently in the competitive service will be required to sign a statement indicating that they are leaving the competitive services voluntarily to accept an appointment in the excepted service.
