This position is located in Managed and Shared Services in Information Technology and Services in Washington, DC. You will support human capital and payroll systems (e.g. HR Connect and NFC).

Responsibilities

As Program Analyst (Information Systems Management), you will:
  • Assist and/or lead the configuration, implementation, and administration of Human Capital Systems application strategies and ongoing enhancements with OCC managers, Treasury staff, NFC, and external vendors/shared services providers.
  • Assist in defining system requirements and technical specifications for human capital systems. Work with end users to troubleshoot and fix issues, documents configuration parameters, work flows and is responsible for ensuring that the systems are properly configured and maintained.
  • Develop, configure, implement, and oversee information security guidelines and to prevent unauthorized access to sensitive information.
  • Coordinate closely with HC's operating units to document work processes, establish process performance measures such as customer satisfaction, comparison of work processes with best practices in other organizations, and implementation of process improvements. Provide advice to ITS and HC units related to technologies, business process improvement, performance measures and benchmarking methodologies for HC related systems.
  • Plan, organize, troubleshoot and direct the analysis and resolution of complex process and system problems.
  • Conduct training for HC staff members and OCC employees on the use of various technology systems and the system data to ensure they
    are able to obtain and understand the data to effectively perform their jobs.
  • Serve as liaison with the Human Capital management team, Information Technology Systems, Department of Treasury officials, and shared services vendors to ensure integration of needs, negotiate resolutions when conflicts arise, and resolve complex problems.

Qualifications

You must meet the following requirements within 30 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-IV band level or GS-11 grade level in the Federal service. Examples of specialized experience for this position include:
  • Configuring, maintaining or implementing Human Capital technology systems (i.e., automated staffing and Recruitment systems, payroll processing, timekeeping, and payroll and HR reporting systems). AND
  • Providing counsel or guidance within or across business units related to the development and implementation of Human Capital systems (i.e., automated staffing and Recruitment systems, payroll processing, timekeeping, and payroll and HR reporting systems).

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.   • Salary range includes 22.26% geographical pay.
