WMATA's Rail and Bus Infrastructure Rehabilitation Office (RBIR) oversees the State-of-Good Repair (SOGR) related to AC Power and Traction Power Programs. These programs maintain and continuously improve the existing electrical infrastructure throughout the WMATA System to ensure they remain in a SOGR and to deliver a safe and reliable Metrorail system service.

The RBIR-Power Office is seeking a qualified candidate for the position of Commission Manager-Power. The Commissioning Manager will in coordination with the Project Managers for AC and Traction Power oversee and direct field testing and commissioning activities related to the teams ongoing and future SOGR power initiatives. Responsibilities include day-to-day management of commissioning activities and technical oversight ensuring compliance with Authority plans, specifications and standards; resolving field discrepancies ; reviewing project phasing; and oversight of field witness of testing and commissioning activities. The Commissioning Manager will be responsible for developing temporary power configuration drawings to support the successful delivery of the Authority's SOGR Power Program; and provides technical expertise and recommendations to Project Managers and department leadership in support of the team's program. The Commissioning Manager will be responsible for interdepartmental coordination between the Project teams and Authority stakeholders.

The ideal candidate shall have experience in the monitoring of complex construction contracts with extensive technical expertise in the high voltage AC and DC electrical fields. Candidates shall have strong organizational, communication, and stakeholder engagement skills . Capability to utilize MS office Suite and Procore preferred . Transit experience is preferred but not required

Minimum Qualifications

  • Bachelor's Degree in Engineering, Construction or related field
    • In lieu of a Bachelor's Degree in Engineering or Construction related discipline, a combination of training, coursework and additional engineering or construction related work experience of at least four (4) years, in addition to experience stated below, will be considered

  • Six (6) years of experience performing in-field equipment and material testing, diagnostic and inspection, of which at least two (2) in a supervisory capacity
  • Experience working in an active railroad setting and/or in safety sensitive environments

  • Valid Driver's License
  • RWP up to and including Level 2 must be attained within 2 months of hiring

  • Engineering or Construction/Project Management Related Certification (i.e. CCM, PMP, NETA or IEEE)

Job Summary

The Commissioning Manager directs field commissioning activities related to various disciplines (Electrical, Mechanical, Communications and Systems Integration, etc.) for highly complex multi-disciplined tasks to ensure compliance with WMATA construction documents, specifications and applicable regulations and standards, in support of WMATA's Capital Improvement Programs. The incumbent relies on technical knowledge and judgement to plan and respond to a wide range of field implementation, system integration, testing and commissioning solutions to support successful project implementation. The incumbent regularly engages with project management and technical teams to review and report progress of commissioning activities and ensure project phasing plans are planned and implemented in accordance with industry best practices and limiting risks to WMATA Operations.

Essential Functions
  • Reviews construction drawings and specifications for constructability and conflicts; fully investigates any issues found; and escalates and recommends resolutions. Ensures constructability, economy, efficiency and safety relating to commissioning activities; advises required WMATA offices and stakeholders of drawing/specification changes needed based on past lessons learning and best practices, to reduce potential for contractor change orders, schedule delays and impacts to revenue service.
  • Participates in the technical evaluation and field acceptance testing of new equipment; reviews reports resulting from field acceptance testing for completeness and compliance with reporting requirements. Identifies discrepancies and tracks failed testing for progress and resolution to ensure systems and procedures meet internal Authority and industry standards.
  • Develops phasing plans based on work break down structure methodology in coordination with contractors and project management teams and compares with major outage schedules and upcoming track rights allowances to recommend safe solutions for efficient phasing. Ensures project implementation and systems integration are carried out in compliance with contract designs and specifications and limiting risks to revenue services.
  • As a supervisor of employees, performs supervisory responsibilities including performance evaluations, workload and resource allocation in support of field commissioning activities. Ensures field testing documentation is submitted timely manner and accurately.
  • Develops temporary equipment configuration and modification drawings based on approved work phasing plans by ENGA and WMATA Operations. Configuration drawings include but are not limited to Emergency Trip Station (ETS) modifications, 3rd rail reconfiguration and jumper cable layouts, temporary Traction Power Sub-station equipment phasing, temporary power configurations for mechanical replacements or utility outages. Ensures project implementation and systems integration are carried out in compliance with contract designs and specifications and limiting risks to revenue services.
  • Coordinates all major commission and cutover (placed into service) activities in support of replacement, rehabilitation and upgrade contracts with required internal and external stakeholders to ensure project commission and equipment cutovers and systems integration are closed out, in compliance with contract designs and specifications and limiting risks to revenue services.
  • Serves as liaison to managers, engineering and operations staff and other affected Authority offices in the coordination of field installation, testing and commission activities related to various disciplines (Electrical, Mechanical, Communications and Systems Integration, etc.)
  • Responds to field construction problems and coordinates with appropriate internal and external stakeholders to evaluate and develop engineering solutions or troubleshooting.
