ETA seeks to promote pathways to economic liberty for individuals and families working to achieve the American Dream. ETA administers programs that have the goals of enhanced employment opportunities and business prosperity. The Deputy Assistant Secretary will have a tremendous opportunity to shape policy decisions and lead teams within ETA that impact millions of workers during a pivotal moment in American history. This is one of three Deputy Assistant Secretaries for ETA.

Responsibilities

The Deputy Assistant Secretary (DAS) fully participates in the overall management of the agency and exercises primary responsibility for matters assigned by the Assistant Secretary. The DAS exercises executive direction for ETA's programs and missions supporting and directing the nation's workforce systems in an equitable and inclusive way. The DAS should be a lifelong learner with entrepreneurial sensibilities, technical prowess and a passion for workforce development.

The incumbent of this position will embody core values of equity, diversity and inclusion and serves as the Deputy Assistant Secretary for the Employment & Training Administration (ETA). The DAS is responsible for 1) Caring and investing in our people and is a well-respected manager, 2) Formulating and executing the nation's employment and training policies, programs, and systems in an inclusive way; and 3) Administering the nation's apprenticeship, workforce training, employment security, unemployment insurance, foreign labor certification, and related programs with a focus on the needs of employers and dislocated, unemployed and underemployed citizens.

The incumbent also represents the Assistant Secretary in meetings with members of Congress and their staff and Congressional Committee staff, White House staff, labor organizations, State elected bodies, and other private and public organizations as well as international organizations. They act as a spokesperson for ETA and the Department of Labor and communicate and interpret the significance of ETA policies, goals, and objectives. The incumbent meets with the Assistant Secretary and represents them before Congressional committees and sub-committees and testifies before the Office of Management and Budget (OMB).

The incumbent oversees the formulation of policies that provide the basis for the development and execution of comprehensive employment and training programs and will support the agency's development of policies, both internal and external, that embed racial equity, diversity and inclusion, have a passion for workforce and a deep sense of justice, particularly for underserved and under-resourced populations.

Candidates must have one year of specialized experience at a level close to the work of this job that has provided the particular subject-matter knowledge, skills and abilities to be successful. Typically, we would find this experience in work within the field, or a field that is closely related. Candidates must demonstrate possession of specialized experience in the described duties.

Qualifications

To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible.

EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the Executive Core Qualifications (ECQs), your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQs must not exceed 10 pages. It is recommended that applicants draft their ECQs in a Word document first, then cut and paste into the spaces provided following each ECQ to ensure length requirements. For additional guidance, applicants may visit the Office of Personnel Management's Guide to Senior Executive Qualifications . Applicants are encouraged to follow the Challenge, Context, Action, and Result model outlined in the guide.

1. Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

2. Leading People: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

3. Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

4. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements.

1. Executive level experience in leading and directing an organization and regional offices and the ability to care for and invest in staff, implement change management strategies, and build an equitable, diverse, and inclusive culture both within teams and with respect to external programs. Working with complex and technical guidance, oversight, and management of subordinate offices in the following areas: human resources, strategies and policies, customer service, training.

2. Experience developing and overseeing comprehensive programs, analyzing complex issues and programmatic data, interpreting and using data effectively, coordinating and implementing regulatory strategy, and policy guidance for program operations in a large organization and accomplishing strategic targeted goals.

3. Executive level experience in working with external partners and communicating complex issues and analysis orally and in writing to various audiences.

You will be evaluated based on your experience and your response to the Executive Core Qualifications (ECQ) and the Mandatory Technical Qualifications (MTQ) as outlined below. It is essential that your resume provide sufficient information to substantiate your responses in the self-assessment vacancy questions. If your responses are not adequately substantiated by your resume, your application will be rated ineligible. Candidates may be asked to complete other assessments, as necessary, to indicate that they meet the ECQs and MTQs.

Current/Former Career SES or SES Candidate Development graduates who have been certified by OPM must provide a narrative response to address each of the MTQs, but need not address the ECQs. You must submit a Standard Form 50 that documents your SES Career appointment or a copy of your OPM approved SES Candidate Development Program certificate.
