The primary purpose of this position is to provide a research psychologist for the Air Force, Chief, Family Advocacy Program (FAP). Serves as the Professional Data and Research Program Administrator to the Chief, Family Advocacy Program, HQ Director of Research. Major Command Family Advocacy Program Managers.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions +IOR for series 0180.

BASIC REQUIREMENT:

DEGREE: major or equivalent in psychology for all specializations

AND

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes 1) Experience applying knowledge of Family Advocacy Program (FAP) goals, objectives, policies and regulations to implement, develop and improve family violence prevention programs targeting families. 2) Negotiating with management and outside agencies to accept and implement new policies and procedures that access organizational effectiveness. 3) Applying advanced statistical analysis software programs as evidenced by completion of academic course in data analysis programming or actual experience in the use of statistical packages for data analysis. 4) Experience in the development of database and management information systems, including the development, management and updating of large research databases. 5) Directing activities of others as a team leader/supervisor in the planning, development and implementation of data and management information systems. 6) Applying multivariate statistical analysis techniques to assess the effectiveness of various domestic violence treatment and prevention programs. 7) Presenting research findings and methods to a variety of audiences with differing family maltreatment and other medical and non-medical backgrounds. 8) Experience in the field of psychology with specialization in family evaluation, criterion development, psychometrics, statistics, research design and selection/classification.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Thorough knowledge of AF and DoD Family Advocacy Program goals, objectives, policies, and regulations to effectively implement, develop, and improve family violence prevention programs targeting military families.

2. Thorough knowledge of program data and resources to effectively negotiate with management as well as outside agencies to accept and implement new policies and procedures that assess organizational effectiveness even when such changes will demand extensive changes from established procedures or professional practices.

3. Thorough knowledge in the use of advanced statistical analysis software programs as evidenced by completion of academic course in data analysis programming or actual experience in the use of statistical packages for data analysis.

4. Thorough knowledge of program data and resources to effectively negotiate with management to accept and implement new policies and procedures to assess organizational effectiveness, even when such changes mean extensive changes from established procedures.

5. Considerable knowledge in analysis and assessment of world-wide staffing needs for the purpose of recommending or improving program needs.

6. Considerable knowledge and experience in the development of database and management information systems; including the development, management and updating of large research databases.

7, Considerable knowledge and skill in directing activities of others as team leader/supervisor in the planning, development and implementation of data and management information systems.

8. Considerable knowledge of multivariate statistical analysis techniques to assess the effectiveness of various domestic violence treatment and prevention.

9. Knowledge and skill in the development and implementation of training programs and curricula.

10. Ability orally and in writing to present research findings and methods to a variety of audiences with differing family maltreatment and other medical and non-medical backgrounds.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
