Responsibilities

This is a developmental position with promotion potential to an Accountant, GS-0510-11. At the lower levels, the selectee will perform developmental assignments under closer supervision than that required at the full performance level of GS-11. Assignments become progressively more difficult until the next performance level is reached. At the full performance level GS-11, duties may include:
  • Support accounting operations, prepare financial reports and analysis, reconcile financial data, and comply with financial management policies, guidelines, and regulations such as Comptroller General Decisions, Federal Accounting Standards and Federal Legislation established by Congress, GAO, OMB, Treasury, OPM, and the Federal Accounting Standards Board (FASAB).
  • Work with financial risk management framework, internal controls, management oversight, risk analysis, and corporate reviews. Implement policies, coordinate data inputs, and addresses policy issues. Recommend revisions and identify changing requirements.
  • Monitor accounting systems, identify problems, and recommend solutions. Analyze and reconcile accounts, perform automated accounting assignments, and develop procedural manuals and directives.
  • Participate in special projects, gather data, participate in and track audit findings, research and prepare financial papers.

Qualifications

Basic Requirements for 0510 Series:

  • Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

    or
  • Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

  • In addition to meeting the "Basic Requirements" described above, you must also meet the "Specialized Experience Requirements" described below.

    You must also submit a copy of your college or university transcripts (official or unofficial photocopy) to support your educational claims. Failure to submit this documentation by the closing date will result in disqualification from further consideration. Official transcripts will be required if you are selected to fill the position. College transcripts are still required if you currently occupy or previously occupied the series for which you are applying.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    GS-07:

    In addition to the basic education requirement listed above, to qualify at the GS-07 level, applicants must possess one the following:

    At least one year of specialized experience equivalent to the next lower grade level GS-05 grade level in the Federal service.

    Specialized experience for this position is defined as:
    • Entering and processing data into various accounts, general ledgers, and accounting documents for proper accounting classification and authorization.
    • Preparing accounting data, financial records, and statements to meet reporting requirements.
    • Adjusting differences between the general ledger and subsidiary accounts to support reviews and audit activities with internal and external audit stakeholders.

    OR

    Superior Academic Achievement. Superior academic achievement is defined as any of the following:
    • standing in the upper third of the graduating class in the college, university, or major subdivision
    • grade point average of 3.0 out of a 4.0 overall or during the final 2 years of the curriculum
    • grade point average of 3.5 out of 4.0 in the major field overall or during the final 2 years of the curriculum
    • Election to membership in a national scholastic honor society. Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9

    OR

    One full academic year of graduate education or law school or superior academic achievement
    • An academic year of graduate education is defined as 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement or the number of credit hours that the school attended has determined to represent 1 academic year of full-time study.

    GS-09:

    In addition to the basic requirements listed above, to qualify at the GS-09 level, applicants must possess one of the following:

    One year of specialized experience equivalent to the GS-07 grade level in the federal service.

    Specialized experience for this position is defined as:
    • Using automated systems to analyze accounting data in transaction files, ledgers, accounts, summary reports and financial statements.
    • Preparing monthly financial reports that contain timely, accurate, and essential financial management information to recommend solutions to management problems.
    • Interpreting financial management policy in order to provide accounting advice.

    OR

    Two full academic years of progressively higher level graduate education or masters or equivalent graduate degree or LL.B. or J.D.

  • Professional knowledge of accounting and auditing concepts, principles, and methods and of the assigned organization's business practices sufficient to work independently using conventional procedures and practices that apply to most situations encountered to identify accounting problems such as inadequate maintenance of fund controls, inaccurate records and reports, improper methods for document control, and lack of documentary evidence to support performance of regulatory reconciliations.
  • Skill in gathering, assembling, correlating, and analyzing facts sufficient to gather and analyze information related to Federal financial management.
  • Knowledge of the utilization and application of computer systems sufficient to control, evaluate, recommend, and install applications for accounting and funds control.
  • Skill in written communications sufficient to express facts and ideas in writing in a clear, concise, accurate, and grammatically correct manner.
  • Skill in oral communications sufficient to clearly convey appropriate information orally to individuals or groups.

    Degree: A 4-year course of study leading to a bachelor's degree with a major in any field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration

    Education at the GS-7 & GS-9 positions:

    If you are qualifying based on education alone, you must meet the following criteria in addition to the basic requirements specified above.

    GS-07 level: 1 year of graduate-level education or superior academic achievement.

    GS-09 level: 2 years of progressively higher level graduate education leading to a master's degree, or master's or equivalent graduate degree, or LL.B or J.D., or a combination of specialized experience and education as described below.

    To qualify for GS-0510 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.
