Health Quality & Compliance Officer Marketing Statement: The Washington Metropolitan Area Transit Authority (WMATA) Occupational Health and Wellness (OHAW) Department is seeking an experienced Health Quality & Compliance Officer who will be responsible for managing operational systems, processes and policies within OHAW. Responsibilities include developing and managing WMATA's HIPAA compliance program, reporting departmental metrics, responding to audit inquiries and requests, maintaining records of all positions requiring licensure or certification, evaluating and improving departmental business processes in the functional area of health compliance. The ideal candidate will be proactive, have excellent interpersonal skills, work independently, be responsive, and exercise discretion in a complex occupational health setting. This role is critical to OHAW and requires a strategic thinker who is and highly organized, experienced in HIPAA compliance an adept problem-solver, and skilled multitasker.

Minimum Qualifications:

Education
  • A Bachelor's Degree in Business Administration, Public Administration, Healthcare Administration or a related field.
    • In lieu of Bachelor's degree, a high school diploma or general education diploma (GED) and four (4) years of experience in health care compliance evaluation and auditing.

Experience
  • Seven (7) years of progressively responsible experience in the healthcare compliance industry, including 4 years supervisory experience. Must have advanced level experience in healthcare compliance evaluation and auditing. Demonstrated skills in development and implementation of policy, compliance administration and employee training are required. Also, must have experience developing and managing a HIPAA compliant privacy program.

Preferred

Certification/Licensure
  • Certified in Healthcare Compliance (CHPC) from the Health Care Compliance Association or comparable certification.

Job Summary/Duties:

The Health Quality & Compliance Officer is responsible for managing operational systems, processes and policies within the Office of Occupational Health and Wellness (OHAW). The incumbent has responsibility for all aspects of OHAW's Health Insurance Portability and Accountability Act (HIPAA) compliance program. The incumbent has oversight of reporting departmental metrics, responding to audit inquiries and requests, maintaining records of all positions requiring licensure or certification, evaluating and improving departmental business processes in the functional area of health compliance. The incumbent also provides organizational planning for OHAW and conducts health compliance related training for the department and the Authority. This role is a professional level position with considerable oversight and latitude for independent judgement and actions.

ESSENTIAL FUNCTIONS
  • Monitors and assesses healthcare compliance policy and procedure and assists in updating or developing new policies to enhance operations and internal controls.


  • Conducts risk analysis on healthcare compliance, identifies areas of potential compliance risk and vulnerability and creates and implements solutions to eliminate potential risks.


  • Develops compliance systems and tools that cover monitoring and reporting for operations and compliance requirements and associated audits.


  • Researches and implements accepted medical and physical standards for condition of employment compatible with applicable laws and regulations such as Americans with Disabilities Act (ADA), Occupational Safety and Health Act (OSHA), and the Department of Transportation (DOT) 111 and Federal Transit Administration (FTA).


  • Coordinates compliance documentation for all OHAW service areas. Monitors and maintains records of all licensures, certifications impacting OHAW operations to ensure that they are current, and all requirements are satisfied


  • Manages internal and external audits performed by various entities (i.e. Internal Compliance, FTA, the Authority's Office of Inspector General (OIG), etc.) preventive and corrective measures executed for audit findings made earlier and coordinate internal and external corrective measures to be executed. Oversees all relevant responses to FTA, Board of Directors (BoD), Office of Inspector General (OIG), or jurisdictional inquiries, or requests or legal inquiries.


  • Partners with other METRO stakeholders, including representatives in the Office of Information Technology (IT), Office of Human Capital Management (HC), Office of General Counsel (COUN), Quality Assurance, Internal Compliance & Oversight (QICO) and Department of the Chief Financial Officer (CFO) for effective investigation, resolution, reporting and remediation of compliance issues.


  • Recommends, revises and ensures that the Authority's clinical, employee assistance, employee support and operations policies and procedures are in compliance with federal law, laws of the jurisdictions within which the Authority operates, collective bargaining agreements and other relevant Metro policies


  • Works to support projects and functions that may have overlap with operational, clinical/quality and legal functions. Also supports initiatives to deliver efficient, effective and appropriate care and accurate reporting with a focus on integrated solution development.


  • Develops and manages OHAW's HIPAA-compliant privacy program to ensure that privacy policies are in place to protect the integrity of Protected Health Information (PHI) and that they are enforced. Develops and facilitates ongoing employee privacy training as needed.


  • Manages subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning and directing work, and approving time sheets and leave requests. Conducts professional development assessments of staff and recommends training and development systems to meet professional certification requirements. Establishes performance plans for subordinates and conducts evaluations based on performance plans.
