This position leads, directs and manages the department-wide strategic planning function for the Fairfax Health District. Provides oversight, administration and supervision of all programs and projects of the Strategic Planning Unit, including strategic planning, performance management, accreditation, and quality improvement. Leads department-wide interdisciplinary strategic planning teams, cross-divisional teams, and workgroups to drive organizational excellence through the integration of strategy management principles and practices across the department. Leads and manages complex special projects and health initiatives to advance department and program goals. Directs advanced-level analytic and technical work to identify and synthesize data and information that support data-driven decision-making for strategic initiatives. Establishes/maintains effective working relationships with community and governmental partners to foster effective collaboration. Provides expert consultation to executive management, program managers and staff to support the establishment of plans, goals, objectives, workplans, and performance indicators. Recommends performance metrics and frameworks for effective department and program performance management. Responsible for writing, preparing, and delivering complex communications, presentations, and documents, such as reports of findings and recommendations, strategic plans, and progress reports for diverse internal and external stakeholders.

Note: The assigned functional areas of the position are project management, strategic planning and organizational performance management.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.

CERTIFICATES AND LICENSES REQUIRED:
Driver's License.
Cardiopulmonary Resuscitation - CPR (Required within 60 days)
AED (Required within 60 days)

PREFERRED QUALIFICATIONS:
  • Master’s degree in public health, human services, business administration, public administration, or a related field.
  • Experience working in a local government or public health environment including work with senior management.
  • Demonstrated record of establishing and maintaining effective working relationships.
  • Demonstrated experience in data gathering techniques including how to manage, synthesize and use information in various formats and how to organize and present findings.
  • Proficiency in Microsoft Office suite particularly MS Word, MS PowerPoint, and MS Excel.
  • Ability to apply principles of leadership, creative problem solving, collaboration, decision making, and team building.
  • Ability to effectively engage diverse stakeholders towards problem-solving and mutual understandings.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to present complex information to elected officials, senior management, and members of the community in a clear, concise, and understandable manner.
  • Two or more years of experience in direct supervision of staff.
  • Extensive knowledge of philosophies and methods applied to strategic management.
  • Excellent interpersonal, communication, and decision-making skills.
  • Extensive knowledge of the principles, methods and challenges of organization development and management.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, a child protective services registry, and a driving records check as a condition of hire or continued employment.

Note: Health Department positions are designated as emergency responders in the event of a public health crisis. As a public health emergency responder, this position may be reassigned to provide support based on the emergency response service needs. The temporary reassignment may require employees to function in a role outside of the typical job duties. The emergency response may also require employees to work alternative work schedules to include weekend and evenings.

PHYSICAL REQUIREMENTS:
Job entails walking, standing, sitting, climbing stairs, reaching and bending, uses hands to grasp, handle or feel. Visual acuity is required to read data on a computer monitor. Incumbent must be able to operate keyboard driven equipment and computer. Ability to drive a vehicle. Position frequently communicates and must be able to exchange accurate information with others verbally and in writing. Employee may be required to lift up or carry up to 25lbs. occasionally. Generally works in an office environment yet may occasionally be required to perform job duties outside of the typical office setting. All duties performed with or without reasonable accommodations.
