Come and build upon your project and construction management experience to scale up Metro's engineering and operations programs. This position reports to the Project Manager.

Minimum Qualifications:

Graduation from an accredited college or university with a Bachelor's Degree in an engineering discipline or an engineering related field and at least five (5) years of progressive experience in large scale construction management or project management administration programs including experience as a decision-making member of the construction management or project management team is desirable.

Experience in lieu of education will be considered if candidate can effectively demonstrate progressively responsible experience in large scale construction management or project management administration programs including experience as a decision-making member of the construction management or project management team.

License:

Possession of a valid motor vehicle operator's permit issued from the jurisdiction of residence.

Job Summary/Duties:

This is office engineering work involving responsibility for the administrative and technical support activities in one of the Authority's construction management field offices supervising large and complex construction projects. Performs varied administrative office functions, maintains contract records, plans and specifications, and related engineering and administrative records and supervises office staff. Works under direction of the Project Manager, Assistant Project Manager, or Construction Engineer who reviews work on the basis of daily informal contacts, reports and conferences.

Maintains full familiarity with plans, specifications, construction schedules and contractor's plans on assigned contracts, Project Management Plan, and current safety regulations relative to assigned projects in order to be knowledgeable of the contractor's obligations and Authority Representative or COTR responsibilities with respect thereto. Disseminates and supervises subordinates in disseminating such information to office and field staff as required to keep all pertinent Authority personnel accurately informed of relevant matters.

Establishes and maintains job record files for assigned projects per established procedures.

Reviews contractor's progress schedules as applicable and maintains current, marked-up copies of such schedules. Coordinates schedule and progress reviews with Scheduling Engineers, contractor's representatives, Authority Representative or COTR, and others as required. Prepares and distributes schedule and progress reports based upon projected and actual completion dates for assigned contracts.

Assists construction inspectors and contractor's representatives in interpretation or clarification of contract drawings and specifications relative to assigned contracts.

Assists the Authority Representative, COTR, or designee in reviewing contractor's claims determining merit of claims, and negotiating cost and/or time adjustments based upon such claims. Prepares change orders and contract modifications. Assists Estimating Engineers in preparing cost and/or time estimates for pending change orders and contract modifications.

Reviews contractor's submittal of shop and working drawings and material samples and distributes as required. Returns submittal to the contractor with appropriate comments and approval status. Disseminates information pertaining to submittal to the field staff, as required.

Processes incoming and outgoing correspondence to include, but not limited to, designating incoming items for action, information, distribution, and records filing; prepares routine and complex outgoing correspondence for the Authority Representative's or COTR's signature.

Establishes and/or maintains a system for reviewing and processing Inspector's Daily Reports, quantity verification sheets, vehicle mileage logs, and other reports received from field inspectors and residency staff for legibility, accuracy and completeness.

Reviews contract drawings and specifications marked up by the contractor to reflect as-built conditions. Maintains conformed copies of project documents and keeps Authority Representatives or COTR informed of the status of such documents.

Calculates or reviews contractor's certified payrolls, pay quantities, verifies work completed, and seeks agreement with contractor on amount due before preparing pay estimate request. Prepares pay estimate request packages with all pertinent back up, including Disadvantage Business Enterprise compliance documentation, if necessary.

Assists the Project Manager, Assistant Project Manager, or Construction Engineer in coordinating activities with field and office staff, contractor's representatives, and public agencies and others, as required.

Coordinates all required survey check-work on assigned projects, as required. Reviews results of such work and informs Project Manager, Assistant Project Manager, or Construction Engineer accordingly. Indexes survey books. Provides technical support, as required.

Reviews with construction inspectors all concrete and/or shotcrete results and other materials testing results. Informs Project Manager, Assistant Project Manager. or Construction Engineer of existing or potential problem areas identified as a result of such tests and makes recommendations with respect thereto.

Compiles from field and office staff input deficiency lists, work lists, and punch lists according to daily inspection by field staff and Substantial Completion Inspections results. Prepares turnover and close-out documentation, including the final pay estimate, in accordance with established procedures.

Prepares agenda for project progress-review meetings and prepares meeting minutes.

Reviews requests from contractor for approval of proposed subcontractors and advises Authority Representatives or COTR thereto. Ensures administrative requirements are complied with regarding subcontractor approval.
