Summary

This position is located at the Hampton VA Medical Center in Hampton, VA. The position serves as a leader in the transformation of health care from a disease-based model of care to a pro-active, patient-driven model of care, delivered in a Whole Health System (WHS).

This position is grant funded and is not to exceed one (1) year.

Responsibilities

Major duties include but not limited to:
  • Directs personnel management program for the WHS by making decisions on personnel actions including selections, promotions, reassignments, retention, and recommendations for adverse actions pertaining to employee performance or conduct.
  • Responds to EEO complaints and unfair labor practice charges.
  • Manages the facility level Whole Health System budget, including, but not limited to salary of personnel; services related to fee based screening; enhancements to existing complementary approaches; group wellness approaches; promotion of healthy eating, and patient engagement; facility space; training and travel activities for staff development and VISN WHS Strategic planning meeting; training and educational materials; and equipment for newly allocated WHS space.
  • Monitors and establishes procedures to contribute to the improvement of whole health outcomes for Veterans.
  • Coordinates policies and procedures to assure Whole Health best practices and evidence-based guidelines related to a variety of complementary and integrative health approaches are carried out in medical center facilities and CBOCs.
  • Works with research assistant to apply appropriate statistical techniques and other research methods to inform program progress and goal achievement.
  • Tracks, monitors, and evaluates WHS professional staff competence in areas related to whole health and complementary and integrative health approaches to care.
  • Responsible for developing and supporting the proactive training initiatives under the Whole Health System.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/26/2021.

Basic Individual Occupational Requirements (IOR): You must first meet the Basic Individual Occupational Requirements for this position as described below.

Degree: successfully completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements in behavioral or social science; or related disciplines appropriate to the position. OR
Combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Twenty four semester hours will be considered as equivalent to a major field of study from an accredited college or university. OR
Four years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. This experience must must include one year of specialized experience.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting individuals in getting additional support or care when that is required as well as navigate the personalized health inventory, personalized health planning, components of health and well-being, existing VHA and community resources that support of the individual's personalized health goals, and other health and well-being programs available at a facility or in the community to support their personal health plans; informing individuals about community and mutual supports and how to use these to support health and well-being goals and assisting the individual in exploring options for participating in individual or group programs. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
