Responsibilities

DUTIES:
The Nurse Manager is a Registered Nurse who demonstrates leadership in managing and evaluating care delivered by nursing and other allied health care staff with 24/7 accountability for the inpatient Medical-Surgical 22 beds acute care unit. He/she promotes evidence-based practice in guiding, supporting, and developing quality patient care according to VA Maryland Health Care System (VAMHCS) policies/procedures/nursing protocols, accepted best practices, and professional standards of care. The Nurse Manager ensures that the staffing and patient care assignments are appropriate for the health care team to meet the patient care needs within the standards of care. He/she is responsible for the appropriate orientation and continuing education for direct reports. He/she practices fiscal responsibility for his/her designated unit with budgetary needs. The Nurse Manager participates in time card certification in verifying staff schedules and hours worked. He/she is responsible for the documented outcomes at the program and service level. He/she is responsible for implementation of the organization's Vision, Mission, and Values within the surgical acute care inpatient setting. . The Nurse Manger is responsible for the day to day operations of the designated units ensuring that operations are in compliance with VHA, VISN, and VAMHCS policies, directives, and standards of care and practice according to regulatory and licensing agencies. The Nurse Manager consults with and reports to the Chief Nurse of Surgery.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN ) or The Commission on Collegiate Nursing Education ( CCNE ). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
  • Proficient in speaking, reading, and understanding the English language.
  • Physically, mentally and emotionally fit to perform the duties of the position.
Preferred Experience:
  • BSN preferred.
  • Experience in Acute Care Surgical Nursing or Surgical Critical Care within last 3-5 years highly desired.
  • Recent Management experience within last year preferred.
  • Certification in ANCC's Critical Care Nursing (CCRN) preferred
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
  • Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required.
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree.
Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: It is VA policy to ensure that all selected applicants and employed personnel are physically, mentally and emotionally fit to perform the duties of the position to which assigned. A pre-placement physical examination is required for all full-time, part-time and intermittent employees identified by VA Directive and Handbook 5019. The pre-placement physical examination shall be completed prior to appointment to determine the physical and mental fitness for candidates for appointment in VA. The examination will be concerned with the mental and physical ability of the applicant to satisfactorily perform the duties of the proposed assignment and will include requisite laboratory and other screening as required by Federal regulatory agencies.
