About the Position: This position exists within the Office of the Chief Systems Engineer. Our mission is to perform systems engineering for the Assistant Secretary of the Army for Acquisition, Logistics and Technology and in support of the Army Materiel Enterprise to ensure delivered equipment meets the mission needs of the force against any potential adversaries.

  • Conducts data analytics and data mining involving resource allocations, cost, schedule, performance, technical, and operational missions.
  • Performs project assignments for current and future initiatives supporting commands Army-wide, that are highly unstructured and complex and/or have little definition or clarity.
  • Designs systematic analytical approaches to organizing studies into segments and coordinating input from other sources such as subject matter experts from the problem's substantive area.
  • Establishes projected completion dates, milestone schedules, methodologies or approaches, resource requirements, data sources, and activities.
  • Plans and defines the context, parameters, methodology, and structure of the analysis.
  • Performs and reviews technical studies of resource management issues requiring the application of OR, data science methodologies, computer science, mathematics, statistics, as well as simulation and modeling.
  • Assesses progress of the study efforts and redirects studies by implementing new/supplementary techniques for unique situations.
  • Provides advice and assistance to staff, and authoritative policy guidance to other elements of Army HQs and subordinate commands.
  • Develop computational algorithms and programming tools to isolate and extract data for the variable of interest from large volume warehouse data for project specific analyses.
  • Support data analysis, product development and reporting needs of the organization including the development of internal organization tools, as well as decision support tools to help leadership at all levels of the organization.
  • Consult with senior leaders, directors and staff to understand customer needs, document requirements, develop solutions, both in conceptual design and technical coding/prepping the data and developing the tools.
  • Perform assessment of selected datasets for consistency, completeness, and accuracy for QA/QC, and integration of multiple datasets to generate coherent, fact-based, and defensible answers to project specific questions.
  • Knowledge of other data manipulating tools and programing languages such as Natural Language Processing, Tableau, Python, and SQL may also be utilized on an as needed basis.
  • Maintain an interdisciplinary skill set to work in a position to extract and process data.
  • Enable data analysis team to concentrate on the use of appropriate and correct data to address identified knowledge gaps with data-driven decision support system models, simulations, optimization or other forms of quantitative analysis.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Individual Occupational Requirement (IOR):The 1515 occupational series has specific education requirements that apply to all positions. In addition to the required experience listed above, applicants must also meet at least one of the two individual occupational requirements (IOR) listed below (A.- B.) to be considered qualified for this position. To meet the education requirements, you must have:
A) A Degree in Operations Research
B) A Degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to the basic education requirements for the disciplines identified above, applicant must also have at least one year of specialized experience at the NH-02 (GS-11 or equivalent) level in the Federal Service.

Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-02 (GS-11 equivalent) level in the Federal Service that includes the ability to: 1) research and examines historical information; 2) develop cost methodologies and techniques; 3) knowledge of advanced mathematical and statistical techniques; 4) demonstrate data analysis methodologies such as cost analysis and evaluation; 5) evaluate cost estimates to determine accuracy, adequacy, 6) significance and validity; evaluating business data to develop conclusions and/or courses of action; 7) collaborating with team members; and briefing results to business customers and/or stakeholders.

The definition of specialized experience is typical work performed at the next lower grade/level position in the federal service NH-02 or (GS-11) equivalent.
