Responsibilities

As a Supervisory Budget Analyst you will be responsible for the following duties:
  • Serve as expert advisor and consultant to the Director through the Senior Advisor, Change Management and Strategic Planning on budget, requirements management and resource planning, product development and rate setting with the objective of assessing and shaping the current and future budget programming cycles and requirements.
  • Act as program planning Subject Matter Expert Lead in transition and transformation initiatives and other identified projects; and provide expert advice through data-drive cost benefit analyses, discussion with financial management personnel of other DoD and Government Agencies, recommendations or determination of solutions to problems; and development of action papers and/or courses of actions.
  • Develop consistent messaging related to transformation priorities and resourcing that will help drive the narrative for justifications, requests for information (RFI), and materials for external stakeholders.
  • Lead CSO program analysis and strategic planning function.
  • Responsible for the oversight, management, and accomplishment of CSO's role in the PPBE process to support transition and transformation activities and the integration with the Office of the Chief Financial Officer in executing both Working Capital Funds (WCF) and appropriated funds.
  • Advise on or develop detailed programming materials, including programming justification and documentation for investments and procurement programs for inclusion the POM and the Future Years Defense Plan (FYDP) submissions, preparation of materials for Presidential budget request, and required support justifications.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 04/26/2021. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Demonstrated experience supporting strategic planning, performance measurement and strategy development for an organization.
  • Working knowledge of the life-cycle of a Working Capital Fund (WCF) and appropriated funds, to include commonly used Planning, Programming, Budgeting, and Execution (PPBE) cycles; financial and budgetary reporting practices; internal controls; and the impact of external events on current and future agency financial positions.
  • Demonstrated experience developing budget justification, programming statements, documents and analysis of PPBE cycles in an agency with both WCF and appropriated funds.
  • Demonstrated experience developing robust trade-off analysis/courses of actions and recommendations supported by data-driven cost/benefit analysis.
  • Demonstrated experience successfully working with groups of diverse stakeholders across an organization to address complex financial and programmatic topics.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.

IAW DOD Instruction 1300.26, Operation of the DoD Financial Management Certification Program, this position requires Financial Management Level 3 certification as a condition of employment within two years of appointment. DoD FM members do not achieve certification automatically.
