Responsibilities

At the entry level of this position, you will:
  • Maintain hardware and software systems in a variety of operating system environments, including database systems, application servers, web servers, messaging systems, enterprise tools, network systems, and related business systems.
  • Monitor performance and functionality of systems in support of organizational objectives.
  • Apply information security policies, principles, and practices to correct vulnerabilities.
  • Communicate information about system changes to customers, stakeholders and partners.
  • Oversee one or more elements of IT contracts in accordance with contract terms, conditions, and specifications in terms of cost, quality, quantity and schedule.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

Qualifications

You need a degree or experience as described below to qualify for this position.

In addition to the educational or experience requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-09 level, you need to have at least one year of full-time experience equivalent to the GS-07 level defined as researching new hardware and/or software specifications prior to implementation; assisting senior staff and customers during hardware and/or software system migrations. - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1. Skill in researching specifications to acquire new IT systems and software. 2. Skill in using tools to monitor system performance, and install software, hardware, updates and enhancements. 3. Knowledge of information technology operating systems, database systems, hardware, local area networks, and software applications. 4. Communicate information about system changes to customers, stakeholders and partners. 5. Oversee one or more elements of IT contracts in accordance with contract terms, conditions, and specifications in terms of cost, quality, quantity and schedule.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

You must possess either a bachelor's degree from an accredited or pre-accredited college or university in computer science, engineering, information science, information systems management, mathematics, operations research, statistics or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks OR demonstrate IT-related experience demonstrating each of the 4 competencies below, the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training as appropriate.

If you are selected, travel, transportation, and relocation expenses will not be paid by EPA. Any travel, transportation, and relocation expenses associated with reporting to work in this position will be your responsibility.

This position has portable work. If selected for this position, you may be authorized to telework after meeting eligibility requirements if approved by the supervisor/manager. Telework is available based on agency policy and/or applicable collective bargaining agreement which may not allow for full-time telework. NOTE: The agency is currently utilizing maximum telework flexibilities due to COVID. Once normal operations resume, you will be required to report to the location stated in this announcement.
