ECS is seeking a Senior Contracts/Acquisition Specialist to work in our Arlington, VA office. Job Description: The Senior Contracts/Acquisition Specialist will provide key contract and acquisition management support to the Navy's PEO IWS 3.0 Development Directorate (PEO IWS 3A). PEO IWS 3.A is responsible for acquisition, development, fielding, and sustainment of Standard Missile (SM) acquisition programs. The current portfolio includes the current Standard Missile 6 production program and several advanced technology programs. These programs include accelerated acquisition programs and Future Capabilities Development projects. These advanced technology programs are Special Access Programs (SAPs) with safeguards and access restrictions that exceed those for regular classified information. An applicant for this position must possess demonstrated experience with DoD contracts and DoD acquisition programs, preferably Navy, as well as a proven ability to obtain the needed clearances to work in the SAP environment. The position requires understanding of the FAR and DFAR as well as DoD and Navy 5000 series. Must be able to write effective supporting products, collaborate with stakeholders, and deliver quality contract and planning documents that are key to program success. The following tasks are examples of the required work:Provide contract and acquisition support to the Contracting Officer's Representative (COR) for STANDARD Missile production and engineering support contracts.Prepare Procurement Request (PRs) for multi-million-dollar contracts across multiple appropriations and multiple years. Oversee the lifecycle of these PRs from generation through inclusion in the final contract or contract modification.Provide acquisition management expertise to support project planning and analytical activities. Performs strategic planning on acquisition approaches, especially for complex procurements. Participates in the planning of complex procurements and develop associated acquisition and contract documentation. Reduces technical requirements into logical frameworks and unambiguous specifications;Support the full lifecycle of contract actions for multi-million-dollar weapon system development, production, and sustainment contracts;Support the Government client with the preparation of acquisition management documents (eg, milestone decision documents);Perform in a professional team environment to accomplish individual and team tasks in the development and coordination of acquisition strategies/acquisition plans and policy, Statement of Works (SOW), SOO, CDRL development, pre-solicitation and pre-award contract documents, contract administration documents and financial management. Communicate information to stakeholders regarding courses of action and status.Leads, prioritizes, and collaborate (as needed) on research, data gathering, problem solving, data analysis and interpretation, and process and issue tasks;Develop products and documents to support IWS 3A program processes, including but not limited to briefings, assessments, plans and reports, contractor deliverables evaluations, and official correspondence;Support briefings to senior Government leaders.Required Skills:Active Top-Secret ClearanceBachelor's Degree and 10 years' experienceDAWIA Level III Certified Acquisition Professional - Contracting (DAWIA Level II in Contracting may be considered if other criteria are met).Advanced Knowledge of acquisition and procurement documentation used to award DoD contracts with specific emphasis on Requirements Analysis, WBS, SOW, SOO, CDRL development, Market Research, and Analysis of AlternativesAdvanced Knowledge of principles and concepts regarding the initiation, planning, execution, monitoring & controlling, and closing projectsExperience and knowledge of acquisition documentation including the Acquisition Strategy (AS) and plans as required, Cost Analysis Requirements Description (CARD), Acquisition Program Baseline (APB), Acquisition Decision enter and exit criteria, or similar documentation from similar acquisition programs.Proven ability to participate in acquisition, production, transition, and integration efforts conducted at working group meetings, Integrated Product Teams (IPT) sessions, in-process reviews, and other meetings, prepare meeting materials and briefs, and summarize programmatic impacts.Demonstrated knowledge about the details and benefits and disadvantages of various types of contracts and acquisition approaches.Practical knowledge of Federal Acquisition Regulation (FAR) and DOD regulations, requirements, policies and procedures, cost and schedule estimatingAnalysis, writing, editing, problem solving, knowledge of solutions for complex DOD weapons systems acquisitionProficient in Microsoft Office applications (eg, Word, PowerPoint, Excel, and Outlook)Demonstrated knowledge, and/or familiarity with: DoD and SECNAV 5000 acquisition seriesFederal and DoD Acquisition Regulations (FAR/DFAR)Experience leading the execution of complex tasks;Strong coordination, organization, teaming, and communication abilitiesAbility to work under pressure and time constraints.Exemplary customer/client management skills and techniquesDesired Skills:Master's Degree and 15 years' experienceSpecific experience with Navy/NAVSEA weapon systems acquisitionFamiliarity with Navy/NAVSEA command organization and policies/processes.DAU Program Manager's Course or equivalentExpertise in Integrated Project Team (IPT) development in an ACAT I program to include acquisition strategies, acquisition requirements packages, source selections, and contract award.Demonstrated knowledge, and/or familiarity with Navy Accelerated Acquisition policies (eg, SECNAVINST 5000.42 and OPNAVINST 5000.53)ECS is an equal opportunity employer and does not discriminate or allow discrimination on the basis of race, color, religion, gender, age, national origin, citizenship, disability, veteran status or any other classification protected by federal, state, or local law.
