Westat is seeking a Manager, Proposal Strategy, who will play a vital role in the development and submission of high quality, fully compliant, and client responsive proposals. You will do so by contributing to proposal strategy development during capture, proposal preparation, and review stages; managing proposal assets, including resumes, project descriptions, past performance, and boilerplate text; and serving as Proposal Manager on selected high priority proposals;. You will work closely with the Manager, Proposal Operations, who oversees the implementation of the Westat proposal process, including assigning and managing corporate resources supporting proposal development and ensuring timely delivery of proposals in accordance with client specifications.

This role is remote eligible.

Job Responsibilities:
•    Supervises a team of corporate proposal staff, assigning their work, monitoring their performance, and providing guidance and direction as needed.
•    Provides strategic input and direction on proposals, including engaging in capture planning, facilitating proposal brainstorming and other strategy sessions, and participating in proposal color reviews. 
•    Oversees development and updating of proposal assets, including resumes, project descriptions, past performance, and boilerplate text.
•    Works closely with IT staff responsible for developing and maintaining proposal systems as well as other corporate resource staff supporting proposal development, including document production services, editing, graphics, pricing, and contracts administration.
•    Oversees the development, maintenance, and updating of proposal tools and templates.
•    Conducts training to staff at all levels on proposal-related topics.
•    Serves as proposal manager on selected high-priority bids.
•    Stays apprised of industry best practices for proposal development and implements these practices as appropriate.

Basic Qualifications:
•    Bachelor's degree and a minimum of 10 years of proposal development and management experience, including experience supervising staff; or a Master's degree and a minimum of 7 years of proposal development and management experience including experience supervising staff.
•    Experience with Federal RFP and proposal requirements in support of agencies like CDC, NIH, SAMHSA, NIH, and other HHS agencies, ED, SSA, USDA, DOT, and VA) and capabilities (e.g., data collection, research, evaluation, and technical assistance).

Preferred Qualifications: 
•    Knowledge of state, non-profit and commercial proposals.
•    Association of Proposal Management Professionals (APMP) certification.
•    Shipley training.
