Summary

To preserve the integrity of the Commission's records, the Office of the Secretary develops, implements and oversees the receipt, distribution and overall management of documents filed by the public through electronic and paper filing systems. In addition, the Office of the Secretary gives effective legal notice of Commission decisions by publishing them in the Federal Register and the FCC Record.

Responsibilities

Reviews legal and procedural requirements associated with the submission of Commission Orders and other actions to the Federal Register for swift and accurate publication as required to ensure the legal effectiveness and enforceability of FCC rules and regulations.

Develops and implements internal and public facing information systems that improve the agency operations, efficiency and transparency.

Develops and manages data and information systems for a sophisticated legal, technical and engineering library program which provides extensive onsite and virtual and state of the art support for an agency of established expert lawyers, economists and engineers.

Develops innovative techniques and procedures for management and coordination of processes necessary to support the circulation, voting, approval and public release processes associated with all Commission and Bureau decision making.

Demonstrates innovative and effective leadership of every aspect of the development, coordination, and implementation of agency-wide legal and efficient voting procedures required for any Commission-level order or action.

Leads, manages and coordinates teams of internal and external lawyers, analysts and information technology experts dedicated to the development, improvement and launch of critical information systems that support internal and external agency actions, including internal agency voting procedures (eCLAS), data and subscription management, public access and participation in agency public rulemaking proceedings (ECFS) and internal and external agency docket management (EDOCs).

Travel Required

Occasional travel - Occasional travel may be required. Candidate will be working remotely 100% due to the ongoing pandemic; once pandemic ends, candidate will be required to report to the Washington, DC FCC Headquarters Office.

Unless you are currently serving under a career Senior Executive Service appointment, are eligible for reinstatement into the Senior Executive Service, or have successfully completed a Senior Executive Service Candidate development Program approved by OPM, you must submit a narrative statement, as addressed in the vacancy questions, covering each of the Executive Core Qualifications.

Qualifications

Applicants must have at least one year of experience equivalent to the GS-15 level in the Federal Service.

In addition, applicants must provide detailed evidence of possession of each of the Technical and Executive Core Qualifications listed below to assist reviewing officials in determining the best qualified candidates to be referred to the selecting official. FAILURE TO MEET OR ADDRESS ANY ONE OF THE MANDATORY TECHNICAL OR EXECUTIVE CORE QUALIFICATION STANDARDS WILL ELIMINATE A CANDIDATE FROM FURTHER CONSIDERATION.

Your examples should be clear and concise, and emphasize your level of responsibilities, scope, and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. We recommend that you limit your narrative to two pages per Qualification. Executive Core Qualifications (ECQs):

MANDATORY TECHNICAL COMPETENCIES: All candidates must submit narrative statements addressing each of the following Technical Competencies. The statements should be a total of no more than 4 pages combined.

1. Deep knowledge and demonstrated experience with the legal and procedural requirements associated with the submission of Commission Orders and other actions to the Federal Register for swift and accurate publication as required to ensure the legal effectiveness and enforceability of FCC rules and regulations.

2. Demonstrated legal and technical experience developing and implementing internal and public facing information systems that improve the agency operations, efficiency and transparency.

3. Development and management of data and information systems for a sophisticated legal, technical and engineering library program that provides extensive onsite and virtual and state of the art support for an agency of established expert lawyers, economists and engineers.

4. Demonstrated innovative and effective leadership of every aspect of the development, coordination, and implementation of agency-wide legal and efficient voting procedures required for any Commission-level Order or action.

5.Extensive and proven innovative leadership of teams of internal and external lawyers, analysts and information technology experts dedicated to the development, improvement and launch of critical information systems that support internal and external agency actions, including internal agency voting procedures (eCLAS), data and subscription management, public access and participation in agency public rulemaking proceedings (ECFS) and internal and external agency docket management (EDOCs).

Note: Those applicants currently serving under a career Senior Executive Service appointment, who are eligible for reinstatement into the Senior Executive Service, or who have successfully completed a Senior Executive Service Candidate Development Program approved by OPM, need not submit a narrative statement covering each of the Executive Core Qualifications. However, those applicants must address the above Mandatory Technical Competencies.
