Summary

FHFA's Office of Executive Compensation (OEC) is responsible for ensuring that FHFA meets its statutory and regulatory obligations for oversight of compensation at the regulated entities. The Safety and Soundness Act mandates that FHF A prohibit a regulated entity from providing to an executive officer compensation that is not reasonable and comparable with compensation for employment in other similar businesses involving similar duties and responsibilities.

Responsibilities

As a SENIOR FINANCIAL ANALYST (EXEC COMP) EL-1160-14, your typical work assignments may include the following under supervision:
  • Conducts comprehensive, in-depth research and analyzes reports, legislation, and regulations relating to executive compensation in the housing, mortgage finance, and financial services industries and analyzes their implications for FHFA's responsibilities.
  • Serves as technical expert in the resolution of problems and issues related to substantive mission-oriented programs that influence the development and maintenance of relationships with various agency stakeholders in government, private industry, and/or academic institutions.
  • Serves as subject matter expert on executive compensation.
  • Keeps abreast of events and developments in the regulated entities and makes recommendations as appropriate to update and revise policies related to executive compensation.
  • Identifies and conducts in-depth analyses of complex, highly technical, and sensitive policy options and makes recommendations.
  • Represents FHFA on interagency committees and in meetings with representatives of banking regulatory agencies, other Federal agencies, the housing GSEs, private organizations, Congress, and other relevant groups and organizations dealing with issues of interest to FHFA.
  • Communicates clearly and effectively directly with staff of the regulated entities regarding compensation submissions and related issues and serves as a responsive representative of FHFA to its regulated entities.

Qualifications

Qualifying experience for the EL-14 level includes one year of specialized experience at the equivalent EL/GS-13 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of qualifying experience include the following:

Expertise in the principles and practice of executive compensation in financial institutions, including knowledge of industry terms, compensation components, industry practices, and related laws and regulations.

Ability to conduct research and analyze compensation arrangements and related employment agreements and incentive plans.

Must be able to communicate complex ideas clearly in oral and written form, as well as in Excel and PowerPoint.

Selective Placement Factor
In-depth experience working on executive compensation as one or more of the following is required:
(1) a lawyer, (2) a human resources professional at a financial institution or large company, or (3) a compensation consultant.

Due to the specialized experience of this position, only candidates with the selective placement factor will be considered.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
