Responsibilities

INTRODUCTION: Physician Assistants (PA) in PCSL serve as a provider of PACT team consisting of RNCC, LPN and other administrative staff. The PA will be the leader of the PACT team in providing comprehensive primary care to Veterans.

GENERAL DESCRIPTION OF DUTIES
- Effectively treats patients with more complex medical problems requiring a higher degree of clinical skill and competency than that expected of the previous grade.
- Performs more complex diagnostic and therapeutic procedures requiring skills and competency, as applicable to the assignment, beyond that expected in the previous grade.
- Practices with a higher degree of autonomy and seeks guidance from the assigned physician less frequently than expected of the previous grade.
- Evaluates the delivery system of patient care within the area of assignment, presents findings and recommendations, and contributes to changes that enhance the quality and timeliness of care.

FUNCTIONS OR SCOPE OF ASSIGNED DUTIES
The Scope of Practice is defined in applicable VA policies and determined by the PA and the collaborating MD(s) biannually. In addition to observance of federal, national and local regulatory, policy, and accreditation requirements governing this Health Care System, this position encompasses the following examples of responsibilities.
a. Administrative Duties
i. Leadership responsibilities: Participation in staff meetings, hospital committees, and peer review process. Demonstrate effective communication both down to staff and up to leadership, to include issues that urgently affect Veteran patient care, safety, and/or satisfaction, completion of issue briefs, and acting as Section Chief when the Section Chief is on leave.
ii. HR: Maintaining VA training requirements, timely completion of documentation and upkeep of credentials required for privileging and re-privileging.
iii. Staff Management: Participate in the FPPE/OPPE process. Adheres to employee health requirements. Participate in Clinical Pertinence Reviews (routine medical record reviews).
iv. Time/Leave Management: Adherence to tour of Duties, timely requests for leave in VISTA and for clinic cancellations.
v. Clinical Management including indirect patient care: open encounter & open consult management, CPRS documentation rules and requirements, adherence to clinic procedures for patient scheduling & access, ensuring staff productivity, oversight of relevant performance measures, and participation in the development of the new focus on the Cultural Transformation, Utilization, Quality, and Patient Safety oversight, process improvement (system redesign).
vi. Arranging coverage and communicating the plan of coverage to the team members when taking leave of absence.
vii. Serving as back up coverage for other GEC providers.
b. Clinical Duties:
i. The exact privileges and procedures for a particular provider will be approved by the Professional Standards Board. Physician Assistant must meet the following qualifications:
ii. Patient Care: Practitioners are expected to provide patient care that is compassionate, appropriate, and effective for the promotion of health, prevention of illness, treatment of disease, and care at the end of life.
iii. Medical/Clinical Knowledge: Practitioners are expected to demonstrate knowledge of established and evolving biomedical, clinical and social sciences, and the application of their knowledge to patient care and the education of others.
iv. Clinical Judgment: To ensure practice-based learning and improvement, practitioners are expected to be able to use scientific evidence and methods to investigate, evaluate, and improve patient care.
v. Interpersonal & Communication Skills: Practitioners are expected to demonstrate interpersonal and communication skills that enable them to establish and maintain professional relationships with patients, families, and other members of the health care team.
vi. Professionalism: Practitioners are expected to demonstrate behaviors that reflect a commitment to continuous professional development, ethical practice, and understanding and sensitivity to diversity, and a responsible attitude toward their patients, their profession, and additional duties as required by leadership.
vii. Systems-Based Practice: Practitioners are expected to demonstrate both an understanding of the contexts and systems in which health care is provided, and the ability to apply this knowledge to improve optimizing health care.

Qualifications

Basic Required Qualifications (Per Handbook 5005) Physician Assistant
  • Must be a citizen of the United States. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
  • The Physician Assistant is a graduate of a PA training program, which is certified by CAHEA. Additionally, the Physician Assistant must maintain current certification by NCCPA. Clinical and administrative competence and skills are evidenced by postgraduate experience in progressively more complex patient assignments over at least four years. Individual maintains credentialing for procedural assignments
  • At least one-year experience with Internal Medicine and/or Primary Care
Must be proficient in spoken and written English as required by 38 USC 7402(d), 7407(d). Preferred Qualifications
  • Minimum of at least two years of successful practice as a Physician Assistant providing medical care to patients
  • Demonstrated ability to work effectively with other disciplines
  • Demonstrated excellence in written/verbal communication and time management
  • Demonstrated ability to use computer systems in support of patient care delivery
  • At least five-years' experience of medical practice with demonstrated knowledge and awareness of health needs of patients in Internal Medicine and/or Primary Care
Preferred Level of Education Physician Assistant
Masters in Physician Assistant Preferred Certification(s) BLS, ACLS

Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring Veterans and objects may be required. May be required to don protective equipment in isolation situations or operative/invasive procedures. Responsible for the reprocessing of reusable medical equipment, according to the medical center policies. Required to use available safe patient handling lifting devices in all clinical areas. May also be exposed to Veterans who are combative, secondary to delirium, dementia, or psychiatric disorders.
