Responsibilities

The incumbent serves as an Aerospace Engineer in Aircraft Certification Service (AIR), and serves as the primary focal point for AIR's activities associated with various industry safety teams. This position is responsible for handling a variety of engineering, technical, policy, and other issues for AIR. Plans and accomplishes highly complex and challenging projects/programs and other work activities under the minimal direction of a manager, project/program manager or other experienced engineer.

Applies experience and comprehensive knowledge of engineering principles, theories and concepts to solve complex emerging safety issues either related to organizational processes or aircraft design and manufacturing techniques, and develop improved technical solutions in aviation safety as a member of safety teams. Applies knowledge of Federal Aviation Regulations and related policies, standards, procedures and guidance material related to the design, development of type certification procedures of civil aircraft and continued operational safety. Works with a wide variety of technical and engineering issues, policy issues and tasks related to the principles and practices of aeronautical product certification, standards development and manufacturing oversight. Oversees, advises and reviews the work of others to ensure technical objectives are achieved. Provides technical aerospace engineering expertise and leadership necessary for the development and interpretation of safety issues impacting aviation. Applies knowledge of Title 14 code of Federal Regulations and related policy as it applies to certification, production and continued operational safety of aeronautical products.

This position requires program management and coordination within AIR. Develops and coordinates new and revised standards, advisory documents, and national policy and procedures pertaining to aviation safety and aircraft certification. This includes developing and ensuring positions on a wide variety of technical and policy issues are consistent coordinated with the safety team representatives and the Office of Accident Investigation & Prevention (AVP). Additionally, the incumbent may be required to lead teams composed of staff from various Aviation Safety offices and assist with the identification of AIR resources to support safety enhancement teams.

Contacts are internal and external. The incumbent is expected to attend regular safety team meetings for various government and industry safety teams, including but not limited to the General Aviation Joint Steering Committee (GAJSC), United States Helicopter Safety Team (USHST) Meetings, and potentially some Commercial Aviation Safety team (CAST) quarterly meetings in support of the FAA representatives. Interfaces with AVP representatives managing and monitoring fleet data to support the various teams. Acts as a liaison between the AIR Safety Committee and the safety teams to identify emerging safety issues that may be better managed in the safety teams.

Supports other engineers as necessary with incident response and safety programs support. Defines and organizes resources to accomplish organization safety objectives. Identifies needed resources to accomplish large work activities within established schedules. Leads activities associated with the analysis of safety data using investigative/trending techniques and tools to identify emerging and changing risks, development of mitigation strategies, and monitoring mechanisms. Prepares and presents briefings to communicate safety information to broad audiences of aviation safety professionals, to include the support and participation of both national and international forums convened to strengthen and advance aviation safety.

Qualifications

Basic Requirements : Successful completion of a full four-year professional engineering curriculum leading to a bachelor's or higher degree in engineering in an accredited college or university. To be acceptable the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the ABET as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics; OR,

Alternative Requirements : Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration: Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico;
  • Written Test: Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico;
  • Specified academic courses: Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A;
  • Related curriculum: - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Specialized Experience : In addition to the basic requirements, all applicants must demonstrate at least 52 weeks of specialized experience equivalent to the next lower grade (FV-I FG/GS-13) in the Federal government. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience is described as:
  • Experience providing management and executive leadership teams with advice and information on safety issues;
  • Experience leading and developing solutions to complex safety issues, including regulatory, policy, and congressional, with cross-functional teams;
  • E xperience in working with industry associations and teams.
