Summary

Serves as Store Manager of a Commissary having the full range of departments. Incumbent exercises full responsibility to plan, direct, coordinate and control the diverse day-to-day retail operations of the Sales Store. On a recurring basis may be required to perform department manager duties.

Responsibilities

Position responsibilities include:
  • Planning, directing, coordinating and controlling the diverse day-to-day commissary department operation.
  • Resolving employee and customer complaints.
  • Acting as department manager (produce/meat/grocery).
  • Supervising department managers engaged in the operation of the store.
  • Providing guidance and training to subordinates in the execution of the display program.
  • Conducting periodic inspections for compliance with sanitation and safety requirements.
  • Assuring item requisitions are made to maintain appropriate stock levels.
  • Providing guidance and training to subordinates in the execution of the inventory requirements.
  • Ensuring that all inventories are conducted timely and accurately as required.

  • You must meet the citizenship, Selective Service registration, and physical requirements by the announcement closing date.

Qualifications

Your resume and supporting documents must show that you meet the qualifications for the grade level for which you are applying.

One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

By the announcement closing date you must also meet the following requirements:
- Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. See the Required Documents section for information about the documents to include in your application package to show you meet time-in-grade.
- Time after competitive appointment . Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

For this grade level, you must meet the qualification requirement through experience alone. You may not use education to qualify.

Additional information

  • Position is covered by the Commissary Career Program (CCP). If you are contacted for an interview and decline the interview or decline a job offer, you will be deferred from consideration for the six-month announcement period.
  • Employees who accept downgrade assignments (i.e., change to lower grade) for positions filled through the CCP may be entitled to pay retention under certain circumstances. See DeCAM 50-18.1 , Chapter 6, section 7.
  • Applicants with a Permanent Resident Card (aka Green Card) are authorized to live and work in the U.S. but are not eligible for employment in positions requiring U.S. citizenship. This position requires U.S. citizenship.
  • Permanent Change of Station (PCS) is authorized. If you PCS'd at government expense within the past 12 months, additional government funded PCS may not be authorized; however, you may choose to pay your own moving expenses.
  • Most civilian PCS entitlements are now taxable. The Relocation Income Tax Allowance (RITA) reimburses eligible employees for additional Federal, State, and local income taxes incurred as a result of receiving taxable travel income.
