Responsibilities

As a PROGRAM ANALYST you will be responsible for the following duties:
  • Serve as a Program Analyst for all transformation initiatives under the Change Management and Strategic Planning branch.
  • Responsible for all aspects of the studies/projects assigned to include the plan, design, measurement, and implementation to meet the goals and timelines of the assigned enterprise projects.
  • Conduct in-depth and complex analysis and studies, including business process assessments, change management readiness, metric identification and management, and data querying, and documentation.
  • Analyze and review initiative timelines to ensure proper alignment and coordinate with other project managers to ensure initiatives are de-conflicted.
  • Organize efforts throughout DCSA, as appropriate, to achieve the required building blocks of change management at the enterprise level.
  • Identify specific issues and problems, which impact enterprise change management projects, and recommend actions for refinement and improvement.
  • Gather and apply feedback from stakeholders on change management communications, methodologies, training, and tools to upgrade foundational documents.
  • Interface and coordinate with Executives throughout the organization and advocate for all initiatives impacting the establishment of enterprise change management capability.
  • Produce and distribute reports, presentations, and other visual representations.
  • Develop change management and strategic communications plans and implement communications cadence to integrate change messages from DCSA leadership to the DCSA workforce (both at headquarters and in the field).

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position by 04/26/2021. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

Specialized experience required for this position is:
  • Expert knowledge of advanced change management communications and stakeholder engagement principles, strategies, techniques, and best practices to effectively plan, implement, and evaluate change in the organization; this includes identifying, analyzing, and recommending solutions to problems in the organizational structure or staffing, procedures, or processes.
  • Mastery of advanced management and organizational principles and practices used to identify, engage, influence, and monitor relationships with individuals and groups connected to a change effort; including those actively involved, those who exert influence over the process and its results, and those who have a vested interest in the outcome.
  • Strong project management skills with the ability to apply change management methods and principles to multiple simultaneous projects.

Specifically you will be evaluated on the following competencies:

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
