Summary

This position is located in the Talent Payroll, Benefits and Retirement Section, Talent Services and Systems Division, Human Capital Directorate, Office of the Chief Operating Officer.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, non-bargaining unit position.

Responsibilities

Serves as a Team Leader and ensures that the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans and work products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Leads the team in: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product. Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects, and provides or arranges for specific administrative or technical training necessary for accomplishment of individual and team tasks. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members.

Establishes and maintains effective collaborative relationships with managers at all levels providing advice and guidance concerning payroll, benefits and retirement. Provides accurate information to Library employees to help them make informed decisions regarding their benefits and/or retirement. Responsible for all aspects of payroll, retirement and benefits program management. Reviews new Library regulations and directives, Office of Personnel Management (OPM) directives; federal regulations; and other relevant decisions and rulings, to determine the impact on the Library of Congress. Make recommendations on policy changes accordingly.

Provides agency employees with authoritative interpretations of payroll and benefits procedures, practices, policies, and guidelines when the issues involved are new, highly controversial, precedent setting and/or involve more than one area of Human Resources policy.

Reviews payroll and benefits (including retirement) actions and advises on complex and multi-faceted issues, such as questions that arise in the use and implementation of automated systems. Issues guidance to clarify issues, resolve conflicting guidance, and/or alleviate other potential or existing problems, such as those pertaining to benefits eligibility and options.

Develops, recommends, and administers quality control plans and processes to ensure the team's products and services are consistent with regulation, policies, established standards, customer expectations, and Library goals. Incumbent provides technical oversight of work performed by team members via the application of quality control and quality assurance processes, tools, and practices.

Reviews, recommends, and drafts modifications to retirements, payroll and benefits correspondence developed by benefits specialists to ensure accuracy and timeliness.

Provides oversight, coaching and mentoring to the team on the quality and accuracy of retirement estimates and personnel actions.

Reviews the effectiveness of automated systems and evaluates its impact in helping the agency efficiently process payroll, benefits, and retirement actions. Provides assistance and guidance to team members on using various human resources information systems to complete assignments.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to lead a team**
