Responsibilities

The ARM team is seeking an experienced professional to serve as a senior Librarian and agency expert in support of GAO administrative offices and mission teams by conducting thorough and relevant research and literature reviews, maintaining extensive knowledge of library subscription databases and other web-based resources, and supporting teams and offices in engagement, resource development, and reporting activities. Specifically, the incumbent:
  • Provides information and reference and research services requiring expertise in one or more key issue areas required by the GAO teams. Performs research on specialized assignments.
  • Prepares and develops written guidelines, training guides, or Web-based resources relating to key information sources and provides consultative services relating to information sources in one or more areas of agency interest including law, legislative activity and procedures, accounting and finance, economics, health service, national defense, and natural resources.
  • Provides authoritative responses to a wide range of reference or research questions dealing with one or more areas of specialization.
  • Provides expert technical advice, guidance and recommendations on the provisions of access to GAO materials and information. Evaluates research results and advises on the relevance and appropriateness of literature search results as they relate to engagements.
  • Participates in agency procurement activities, including identifying the need for new databases and data resources, developing statements of work, conducting market research, and developing evaluation criteria, serving on evaluation panels, and assisting in the monitoring of existing contracts
  • Designs and executes searches of advanced complexity using a wide variety of electronic information retrieval systems and other resources. Identifies and evaluates publications and electronic resources dealing with one or more areas of specialization and recommends additions to the library collections.
  • Develops and conducts training sessions. Serves as an adjunct faculty member of the GAO, Learning Center.

Applicants must possess the education and specialized experience as described to be determined basically qualified for this position.

Qualifications

In addition to the education requirement, you must have 1 year (52 weeks) of specialized experience at the next lower band level, or equivalent to the GS-13 grade level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as experience providing consultative research services relating to information sources in one or more areas of agency interest (e.g. law, legislative activity and procedures, accounting and finance, economics, health service, national defense, and/or natural resources); developing written guidelines, training guides, or other web-based resources; delivering library-related training; and evaluating and acquiring electronic resources in support of research.

BASIC REQUIREMENTS:

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;

OR

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

  • Expert knowledge of the theories and techniques of library and information science to resolve complex research problems encountered in one or more areas of specialization.
  • Comprehensive knowledge of procedures and system requirements for a wide variety of specialized electronic information systems to obtain, evaluate, store and maintain data from those systems and to instruct colleagues in their use.
  • Knowledge of the principles and techniques of reference librarianship to evaluate new reference resources in one or more areas of specialization and to analyze the reference and research needs of library users.
  • Knowledge of integrated library systems, library applications, web-based resources, and other information technologies.
  • Skill in oral communication to interact effectively with all levels of staff and with other users to present research results, provide training, and project a positive image of GAO's library services.
  • Skill in written communication to develop written products such as, responses to research requests, records of research, reports and training documents.
