Incumbent will serve as a Security Specialist (Personnel Vetting Course Instructor) at the Center for Development of Security Excellence (CDSE) in Linthicum, MD. As a SECURITY SPECIALIST you will be responsible for the following duties: Under the direction of the vetting training branch chief and a curriculum manager, plans, coordinates, and controls personnel vetting-related training courses, products, and services throughout development, delivery and maintenance for security professionals of the Department of Defense (DOD), including its military personnel and industrial contractors, the DCSA, other federal agencies, and selected foreign governments. Serves as a recognized authoritative consultant and provider of personnel vetting training for personnel vetting overall for the protection of national security assets and performance of sensitive duties as set forth in SecEA, SuitEA, and DOD requirements. Coordinates and presents personnel vetting security training via resident, mobile, or virtually delivered training platforms. Provides research and advisory services to the DOD regarding the management, integration, and application of personnel vetting security program policies and procedures supporting instructional programs, products, and services. Represents DCSA and CDSE in professional organizations, on national committees, and at federal working groups related to personnel vetting enterprise program requirements, proposals, and challenges. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.Specialized experience required for this position is: Experience serving in a Personnel Vetting Role such, as a personnel security specialist, adjudicator, background investigator, or security manager.Extensive experience applying enterprise-wide Personnel Security/Vetting principles, policies, and procedure.Experience developing, implementing and evaluating a variety of training products and training delivery methods to include instructor-led, e-learning, Virtual Instructor-led, or performance support tools.Practical knowledge of instructional system design methodology principles and CDSE training products and services.Excellent interpersonal and oral/written communication skills, to include public speaking.Specifically you will be evaluated on the following competencies:1. CommunicationsCommunicate (ie, written and oral) rights, responsibilities, management directives, policies, and/or regulations to employees, supervisors, and/or other pertinent individuals.2. Personnel SecurityApplies personnel security principles and methods to process initial clearances, periodic re-investigations, and clearance upgrades/downgrades, and to complete the adjudication and appeals processes. Evaluates internal and external security clearance requests and ensures applicant's actions are consistent with regulatory requirements. Analyzes and reports on clearance and appeals findings to senior security officials and makes appropriate notifications.3. Security Education and AwarenessDevelops, administers, and maintains curricula and materials on the full range of security principles and practices. Conducts and tracks security and counterintelligence awareness briefings and debriefings.4. Strategic ThinkingFormulates objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment that takes into consideration the environment, resources, capabilities, constraints, and organizational goals and values. Capitalizes on opportunities and manages risks and contingencies, recognizing the implications for the organization and stakeholders. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
