This position is located in the National Oceanic and Atmospheric Administration Office (NOAA), Office of National Environmental Satellite, Data & Information Service (NESDIS), in the office of Satellite and Ground Services (OSGS), with one vacancy located in Silver Spring, MD.

Responsibilities

As an IT Specialist (INFOSEC), you will perform the following duties:
  • Provide advice and guidance concerning information assurance and security to management officials. Provide direct input into the development and publication of the System Security Plan (SSP) and associated policies that support the SSP; interpret, develop, recommend, evaluate effectiveness of, and disseminate policy and guidance on information security requirements.
  • Serve as a Contracting Officer's Representative (COR) (FAC Level III) for an Office or Program; ensure all milestones are met in the areas of audits, data calls, Contracts, IAAs, budgeting, resource support, and that communication is being filtered to all affected parties. Provide management, technical operation, performance monitoring, analysis, and evaluative oversight duties.
  • Provide technical security advice and assistance on the design, development, integration, implementation, and operation of all management information systems. Review and evaluate the impact of new systems or system changes against configuration management, architecture, and network security standards and requirements, to include existing or proposed interfaces with other computerized systems.
  • Develop and defend project budgets, schedules, plans, performance, and risks.
  • Define, implement, and enforce system-wide policies and procedures related to network and system security and integrity. Oversee various programs and projects, develop required documentation, plan and result. Maintain program files and keep abreast of latest developments in hardware and software security and approved IT security tools.

This position requires a Moderate Risk Security clearance.

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZP-4 is equivalent to the GS-13/14.

The full performance level of the position is ZP-4 or GS-14.

Qualifications

To qualify for the 2210 series:

IT COMPETENCIES: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
  • Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-4 or GS-13 level:

SPECIALIZED EXPERIENCE: In addition to meeting the IT Competencies above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
  • Designing, developing, integrating, implementing, or operating IT network systems;
  • Defining, implementing, or enforcing cyber security policies, procedures, guidelines, and standards related to IT networks; and
  • Identifying and managing projects or programs in the areas of scope, budgets, schedules, quality, procurement, risk, regulatory requirements and customer relationships as required for program accomplishment.

CTAP applicants MUST submit the following documents:
