Responsibilities

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

Major Duties

As a Senior Management and Program Analyst, you serve as a technical and programmatic expert in the planning, development, execution, management and monitoring of the Discretionary Grants Information System (DGIS), which tracks performance data for a portfolio of public health grant programs. This includes providing oversight and leadership for the Discretionary Grants Information System (DGIS).

Specifically, you will:
  • Access, manipulate, and analyze data when needed to support preparation dashboards and reports.
  • Streamline internal process to ensue data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the Bureau.
  • Work closely with leaders and program staff and leadership to provide day-to-day management and oversight of the Discretionary Grant Information System (DGIS) and direction of related staff activities.
  • Provide technical support to program staff in the areas of DGIS Report requirements, serves as a point of contact for DGIS, and work closely with contracted and MCHB staff to prepare DGIS dashboards and reports.
  • Analyze, propose, and oversee enhancements to improve the functionality of the current system and assure the delivery of a well-designed and reliable electronic system that serves as a data entry portal for grantees and supports the agency's program accountability and transparency goals through public release of DGIS reports.

In order to qualify for this GS-14 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis:

Serving as a technical lead or subject matter expert overseeing an electronic grants management system to collect program and performance measure data to monitor grants and assess the effectiveness of programs; identifying and reviewing grants management systems processes and quality improvements and providing feedback on usage, defects, and suggested enhancements; and, maintaining quality control of an electronic grants management system, including trouble-shooting and making recommendations on system improvements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Your qualifications will be evaluated on the following competencies (knowledge, skills, abilities and other characteristics):

DATA MANAGEMENT - Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data archiving, data disposal, and data standardization processes.

DATA GATHERING AND ANALYSIS - Seeks or collects and synthesizes information from a variety of stakeholders and sources in an objective, unbiased manner to reach a conclusion, goal, or judgment, and to enable strategic and leadership decision making.

ELECTRONIC GRANTS MANAGEMENT SYSTEM - Skill in administering and managing an electronic grants management system designed to support the collection, monitoring, management, tracking, and evaluation of grantee-reported performance data.
