Summary

This position is located in the Division of Administration (DOA), Management Services Branch, Crisis Readiness and Response Section within the Federal Deposit Insurance Corporation (FDIC).

Responsibilities

  • Provides oversight and policy guidance for FDIC's Crisis Readiness and Response Program for Headquarters, the Regional Offices, and Field Offices. Coordinates the development of Corporate-wide crisis readiness plans, policies, and practices. Ensures FDIC is prepared to respond to all hazards impacting its mission, whether they are crises in the financial sector or other national emergencies, including those that affect the safety and security of the FDIC workforce or the continuity of critical FDIC business operations.
  • Oversees development and management of cross-organizational and agency readiness plans; coordinates across FDIC divisions and offices to assist with plan development; and actively communicates crisis readiness policies and programs across the agency to ensure a common, integrated perspective of readiness.
  • Establishes and updates FDIC crisis readiness policy and procedures with defined authorities. Works in partnership with FDIC Divisions and Offices, coordinating and leading the development of the FDIC's Crisis Readiness and Response Framework and other corporate-wide planning efforts. Performs program analysis to identify gaps and needs, and report on the status of, the plans developed and maintained by the Divisions, Offices, and Regions that pertain to crisis readiness and response. Ensures hazard-specific plans (communicable disease, cyber incidents, active shooter, etc.) are identified, coordinated, and maintained at the appropriate level(s) of the Corporation, as necessary.
  • Establishes, evaluates, and monitors agency-wide planning, training, and exercise, and after-action programs including applicable standards, policies, and procedures. Ensures operational readiness for crises by recommending training requirements and collaborating with Corporate University and Human Resources Branch to develop training to ensure that the FDIC workforce understands and implements readiness policy and procedures and the content of crises readiness plans, including task-related responsibilities for plan execution. Works with relevant Divisions and Offices to build and maintain a FDIC wide exercise program, supporting major exercise development initiatives as needed.
  • Represents the Corporation on assigned matters pertaining to emergency and crisis planning, response, and management, and serves as an expert spokesperson on related FDIC plans, policies, and procedures and other matters under the Section's purview. Reports regularly on FDIC-wide progress on crisis readiness and response plans, activities, and capabilities to key decision makers within the Corporation.
  • Develops an annual consolidated report on the FDIC's crisis readiness stance. Oversees the establishment and maintenance of an information management system for crisis readiness and response program documentation that includes a central repository of corporate-wide plans and links to relevant Division, Office, and Regional documents.

Qualifications

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience serving as a Security or Emergency Preparedness Specialist with responsibility for developing and implementing a comprehensive emergency preparedness program at a departmental or sub-departmental level. Example include, formulating policies and procedures, training, testing, evaluation of emergency programs, providing guidance to senior level officials, and training response groups and employees.

  • Knowledge of Federal policies, procedures, and best practices pertaining to crisis readiness, emergency management, Continuity of Operations, readiness planning, crisis management, and response operations and coordination.
  • Ability to manage and coordinate programs and operations across organizational lines.
  • Knowledge of Capability assessments sufficient to conduct and implement agency-wide program reviews to determine program effectiveness, and identify areas for improvement.
  • Ability to develop agency-wide emergency management policies, processes, and procedures (including training and exercise programs) needed to develop and maintain crisis readiness response capabilities.
  • Skill in oral communication to make formal presentations on a variety of complex, technical, or sensitive operational issues for senior agency management and other audiences.
  • Skill in written communication to brief FDIC leadership, prepare briefing documents, develop training materials, and brief stakeholders on crisis management, crisis readiness and response programs.
  • Ability to maintain working relationships with senior level officials within and outside the Corporation.
